Environmental Health Officer – Public Protection (Building Safety)
City of London Corporation is creating a new Private Sector Housing & Building Safety Team to deliver and strengthen statutory housing enforcement and regulatory functions. The role is part of the Environmental Health & Public Protection Service’s Private Sector Housing Building Safety team.
Key Responsibilities
- Investigate complaints, undertake inspections and assess housing conditions.
- Manage proactive and reactive casework and take appropriate enforcement action (draft warning letters, enforcement notices, civil penalties, etc.) in line with the City’s enforcement policy, protocols and procedures.
- Lead work across HHSRS inspections, HMO licensing, residential building and fire safety, Renters’ Rights implementation, and public‑health in housing.
- Prepare and serve enforcement notices, recommend legal proceedings, analyse data and research, and communicate clearly with residents, landlords and partner agencies.
- Supervise and monitor less experienced officers, support project delivery, participate in service planning and maintain accurate case records using IDOX Uniform.
- Participate in the Public Protection out‑of‑hours rota and receive standby payments.
Qualifications & Experience
- BSc or MSc in Environmental Health (or similar CIEH‑approved qualification) and registration with the EHO Registration Board.
- Experience in private‑sector housing enforcement, fire safety in mid‑rise and high‑rise buildings, HMO licensing, Renters’ Rights implementation and enforcement, HHSRS and high‑level housing enforcement work.
- A postgraduate qualification in housing or a related environmental field is desirable.
- Strong professional judgement, excellent communication skills and the ability to influence behaviour positively in complex and sometimes contentious situations.
- Capability to work independently, liaise with regulators, local authorities, government bodies and partner agencies, and present to committees.
