Description of Department:

Detective Constable applicants from all backgrounds are invited to apply to join the Professional Standards Directorate (PSD) investigation team.
The role is both varied and exciting, and there is scope to make a tangible difference to the organisation. The department are responsible for investigating all manner of cases involving police officers and police staff, including conduct matters, complaints and death/serious injury (DSI) investigations.
The candidate will need to be passionate about improving professional standards across the organisation. Our role hinges on the support we provide to both officers/staff under investigation as well as victims/complainants who come forward to report potential misconduct, so it is important to come into this role with an open mind and a compassionate approach.
PSD investigations are governed by a strict set of regulations which operate very differently to PACE and require a steep learning curve. The candidate will therefore be required to attend a 5-day SANCUS PSD accredited investigators course.
A key aspect of this role is stakeholder engagement. The candidate will need to demonstrate excellent communication skills to ensure professional and effective communication with internal (Federation, CCU, HR, Vetting, etc) and external (IOPC, other forces, national working groups, etc) stakeholders. This role creates an excellent opportunity to collaborate and build professional relationships.
The successful applicant will be required to manage investigations arising from public complaints and/or allegations of misconduct. The candidate must be prepared, on occasion, to deal with challenging circumstances.
Essential for role:
- Participate in the 7-day on-call PSD rota throughout the year (this is shared between all DCs within PSD and CCU).
- Actively demonstrates the City of London Police’s core values of Professionalism Integrity and Compassion.
- Proven investigative experience and be a qualified Detective (PIP) Level 2
- Security Clearance and Management Vetting.
- Willing to attend mandatory PSD Investigation training out of force.
- Be able to conduct thorough and proportionate investigations, take witness statements, plan and conduct interviews, complete investigation reports, manage disclosure and present evidence in misconduct and court proceedings.
- Have excellent oral communication skills with the ability to communicate with the public and colleagues at all levels.
- Have effective written communication skills with an ability to focus on detail, and provide sound rationale for recommendations
- Be able to successfully manage and prioritise workload to meet tight deadlines.
- Ability to work with minimum supervision, as well as part of a team.
- Ability to gather, understand and present information from a wide range of sources.
- An ability to identify and articulate individual and organisational learning opportunities both internally and externally, to fulfil the City of London Police’s goal of continual improvement and enhancement of services provided to the public.
- Applicants must be able to demonstrate the highest levels of integrity, discretion, and confidentiality, and must have an excellent understanding of the Code of Ethics.
Desirable for role:
- Previous Professional Standards investigation experience would be desirable but not essential
The successful candidate will report directly to a Detective Sergeant within PSD and will investigate public complaints, allegations of misconduct and cases of death or serious injury during/after police contact. Occasionally, IOPC will maintain investigative oversight, as such they will direct the investigation, but this is something of a rarity. Please note, investigations will include police officers AND police staff.
We work business hours Monday – Friday, 8am – 4pm. Flexible shift patterns and reasonable adjustments are considered in accordance with both individual and organisational requirements.
