Overview

This role is open to all Police Staff / external candidates who meet the essential criteria of the person spec, regardless of current grade. About The Team

The Learning and Development (L&D) department is a busy and dynamic team with the overarching purpose of supporting the City of London Police strategic aims and objectives by developing an innovative, skilled and agile workforce in a culture that supports inclusivity and empowers our people.

About The Role

To manage L&D business operations effectively by ensuring effective business delivery. To develop and lead the business function of the department, liaising closely with Finance and Human Resources and internal and external partners, and leading Procurement, Administration and other resource management. To lead on priority areas including the development of an Income Generation Strategy and Training Needs Analysis to inform the annual Force Strategic Training Plan. Ensuring full and effective use of resources in line with City of London Police strategy. In conjunction with finance, to construct and manage a viable budget to achieve stated force training aims (2018 budgetary responsibility in the region of £1m). Post holder will work in conjunction with the Chief Inspector L&D and report to Superintendent Professionalism and Trust. Management responsibility for Administration Team within L&D and performance output.

Responsibilities

  • Training Needs analysis and Strategic training Plan: Lead on the force Training Needs analysis to develop a Force Strategic Training plan linked at high level to the Strategic workforce Plan, Force Management Statement, Policing Plan and Strategic Patrol Plan. To manage an annual process to ensure changing training needs are captured, recorded and delivered. Develop a costed annual strategic training plan in line with set budget and priorities. Identifying internal and external suppliers to meet the force need.
  • Income Generation Strategy: Be accountable for delivery of the L&D income generation strategy with a short-term return of £156,000 year 1 and an expected increase year on year. Advise re spend, ensuring within budget and advising which courses are likely to be more profitable. Implementation of pricing strategy in full consideration of relevant market knowledge. Lead on stakeholder and contract management including implementation of systems to manage external delegates. Line manage administration staff assigned to this project. Set and manage a commercially viable budget in conjunction with finance.
  • Business management: Provide business input into the creation of any L&D operating partnerships or associated contractual relationships including responsibility for contracts and procurement. In conjunction with C/Insp L&D to manage quality assurance returns to the College of Policing including development of meaningful Equality Impact Assessments. Working closely with HR and finance in relation to reporting, analysis of data and issues, making recommendations to mitigate risk.
  • People management: Lead, manage and be accountable for the provision of L&D administration, ensuring the delivery of customer focused services. Aligning staff managed CPD objectives and aspirations to both L&D and CoLP. Development of career pathways for Police Staff including curriculum mapping and resource management to deliver training identified. Using expertise to coach in business skills.

Requirements

For this role, we need you to have experience of:

  • Significant experience of financial management including the construction and management of a significant budget, understanding of profit and loss and costing models.
  • Experience of working within learning and development/training/teaching services (desirable).
  • Experience of staff management, team building and staff development.
  • Experience in developing and managing policy and procedures.
  • Experience in delivering excellent performance results against a challenging plan within deadlines.

Selection Process

As part of the initial application process, you will be asked to evidence how your experience, skills, and knowledge demonstrate your ability to meet the person specification of the role. The application and interview will be tested under Level 2 of the College of Policing Competency and Values Framework.
