Location: GYE, London/Hybrid, wider locations will be considered but travel to London will be expected frequently (minimum every 2 weeks).
Salary: Grade G - £59,280 + £6,710 London weighting allowance + £200 London Weighting supplement per annum
Statement of Expectation for the Role: The post holder will be expected to lead a review and engagement of the key ‘Pursue’ risks and opportunities aligned to the Online Crime Centre, a new concept in design with the Home Office, City of London Police and the National Crime Agency and in close collaboration with private industry in the telco, tech, cyber and finance sectors.
Background: The proposed Online Crime Centre is a multi‑agency and public‑private partnership capability targeting crime that takes place online by blending law enforcement and industry capability and tradecraft to stop, block and disrupt online criminal enablers. Initially focused on fraud and volume cybercrime, the online crime centre will use targeted data and intelligence sharing to prevent online crime at scale. This programme is being delivered in collaboration with the Home Office, City of London Police (CoLP) and the National Crime Agency (NCA), working in collaboration with private industry across the telco, tech, cyber and finance industries.
As part of the early scoping of this project, we have identified a gap in intelligence support and risk management to convene and work directly with the Online Crime Centre team and industry partners to identify and facilitate Pursue options from data‑sharing proof of concept work. The postholder would also be expected to ensure clear routes for referrals into the fraud and cyber LE responses for crimes, proactive intelligence and international enquiries working closely with Report Fraud, the Fraud Targeting Cell and TICAT (Triage, Incident Coordination & Tasking at the NCA) process for Cyber where required.
Main Duties & Responsibilities:
- Engagement with Law Enforcement and the wider programme team to identify Pursue opportunities, input into processes and support the operational model design.
- Work with private industry partners to ensure legal, meaningful referrals are developed to increase likelihood of law enforcement action to be taken.
- This role would focus on engagement with telco, tech, finance and cyber industry partners as key sectors engaged in the programme design and delivery.
- To oversee/inform the Pursue benefits business case for the programme.
- To work with private industry partners on the best way to feedback on Pursue activity whilst maintaining operational sensitivities.
- To work with Fraud Targeting Cell (FTC) and other proactive intelligence teams, evaluating how the operational model design will align with, and/or enhance those functions.
- To display excellence in communicative ability ensuring consistent and clear reporting of progress to programme lead, ability to articulate complex subject matter to wide audience and to negotiate difficult resolutions.
- Consistently considering the bigger picture, being cognisant of where online crime centre fits into the wider system and having foresight to detect where issues may arise.
- Regular delivery of quality written products, including slide decks and papers, to support engagement, decision‑making, and policy development.
- Actively seek to implement the City of London’s Occupational Health and Safety Policy in relation to the duties of the post, and at all times give due regard to the health and safety of both themselves and others when carrying out their duties.

The Postholder Will Require Extensive Experience:
- Working within law enforcement in both fraud and cyber and ideally within an intelligence role in recent years;
- Delivering as part of a project/programme team;
- As a subject matter expert for fraud and/or cyber threat areas, including operational and 4P responses.
