Join our Corporate HR team and help shape the future of our workforce at the City of London Corporation. We\'re looking for a proactive, knowledgeable HR Business Partner to work directly with departmental leaders to deliver a high-quality, responsive HR service that supports operational and strategic goals.
About the Role
As an HR Business Partner, you’ll be the key HR link between the Corporate Centre and your client department. You’ll work closely with departmental managers to:
- Drive the People agenda forward in alignment with the People and corporate strategy
- Understand and proactively respond to local workforce needs
- Support all aspects of workforce planning
- Deliver on organisational change programmes
- Provide strategic partnership and coaching to all levels of the organisation
- Use data / metrics insights and professional judgement to influence decisions and drive impactful change
- Interpret and advise on workforce data. Taking full ownership of people data and partnering proactively to identify trends, patterns and delivering targeted solutions.
- Support complex employee relations matters and offer forward-thinking outcomes across the Corporation. Ensure consistent application of HR policies and procedures
You’ll also play an active role in supporting and championing HR initiatives across the departments as required.
About You
You’re CIPD qualified (or equivalent) and bring a strong generalist or employee relations background. You have:
- A strong track record for understanding departmental business strategy and translating priorities into added value people plans
- Strong analytical and diagnostic skills
- Proven experience in supporting the business and managing organisational change activities including TUPE and restructures
- A deep understanding of employment law and public sector HR challenges
- Experience of advising senior leaders and developing HR best practices
- Experience of fostering positive and productive relationships with our partners and employees
- Excellent written and communication skills with the ability to communicate effectively across a range of audiences. Ability to influence audiences with varying levels of capability up to and including Senior officers or members.
- Confidence conducting complex investigations and interpreting legal implications
- A collaborative, people-first approach to building HR capability
- A passion for customer service and delivering professional HR support to the business
- Strong time management, organisational and prioritisation skills and the ability to work under pressure. Resilient, adaptable, and flexible.
This role requires someone who is both strategic and hands-on, comfortable managing ambiguity, and driven by continuous improvement.

Key Requirements
- NVQ Level 4 / CIPD or equivalent qualification
- Proven experience in HR business partnering or advisory roles
- Expertise in UK employment law, HR policy, and public sector frameworks
- Skilled in workforce planning, data interpretation, and stakeholder management
