Engineering/GIS Technologist, Regular Full-Time (up to 2)

Primary job assignment will be aligned to Civil Engineering duties and responsibilities.

What you'll do...

  • Provide superior customer service to City staff, the development and contractor community, residents, and other stakeholders.
  • Perform civil drafting work to support transportation, engineering, parks, and associated asset elements; support construction sequencing, drainage design, plan preparation, drafting, identification of conflicts, specification selection, quantity calculations, cost estimates, and review roadway upgrades required for development applications.
  • Prepare drawings for construction projects, transportation, parks, and ancillary civil engineering works.
  • Create, modify, and maintain detailed 2D and 3D civil engineering layouts using Civil 3D, focusing on pipe networks, corridors, surfaces, and alignments.
  • Create, modify, and maintain detailed as‑built plans based on collected field data.
  • Ensure all CAD drawings comply with City of Kingston drafting standards, zoning codes, and engineering regulations.
  • Collaborate directly with engineers, project managers, and field personnel to finalize construction packages and resolve design discrepancies.
  • Maintain an organized electronic filing system for all CAD drawings, project files, and revisions.
  • Georeference, import, and convert Civil 3D datasets (. dwg) into the Esri Arc GIS environment to maintain seamless data continuity.
  • Assist in the preparation of documents and tenders for construction contracts.
  • Provide data custodianship responsibilities; update and maintain all mapping, databases, asset management and enterprise GIS systems related to department and group asset inventories ensuring accuracy and currency.
  • Process applicable topographical survey data, the City’s Digital Imagery Program information, and OBM mapping.
  • Provide basic technical assistance and training support to users of department and group systems/equipment.
  • Provide support to clients and other staff members such as engineers, administrative personnel and operational staff.
  • Respond to requests for drawing and mapping data and periodically carry out field verifications.
  • Other duties as assigned.

Education & Experience

Two (2) year diploma + One (1) year GIS graduate certificate; OR Three (3) year college Civil Engineering Technologist Advanced Diploma; OR Three (3) year university Geomatics degree.

At least three (3) years of demonstrated and related work experience.

  • Technical Skills & Qualifications
  • Expertise using Auto CAD Civil 3D.
  • Experience using ESRI desktop software (Arc Map, Arc GIS Pro, Enterprise), web-based platforms (Arc GIS Online, REST, JSON), mobile applications (Workforce, Collector, Survey123), GPS equipment, and FME considered an asset.
  • Certified or eligible for GISCI (GISP) or OACETT (C. Tech or C. E. T) designations considered an asset.
  • Strong communication and negotiation skills to direct and guide consultants, staff and developers within the City of Kingston and outside agencies.
  • Ability to read engineering drawings and interpret policies, guidelines and technical manuals.
  • Ability to write technical reports, project correspondence, contracts and agreements.
  • Ability to multitask and handle significant workloads.
  • Ability to perform work independently and identify potential issues related to scheduling, budget or progress with appropriate escalation.
  • Ability to undertake outside work and perform essential duties such as moderate physical exertion in all seasons.
  • Ability to work within a deadline‑oriented department.
  • Proficient use of computers and mobile devices (i OS, Android, Windows) to perform work in a highly technical, fast‑paced environment.
  • High proficiency in Word, Excel, Access, Outlook and knowledge of Open Gov or other asset management mapping software.
  • Valid class “G” driver’s licence with satisfactory driver’s abstract.
  • Satisfactory criminal record check.
  • Demonstrated willingness for continuous learning, including new technology and teaching.
