Under the general direction of the Director, Planning Services / Chief Planner, the Manager of Development Approvals oversees and administers the Development Approvals unit within Planning Services and implements and oversees all applicable acts, legislative requirements, by‑laws and policies. Strong written and verbal communication skills facilitate effective partnerships within the organization and with external stakeholders, developers, residents and other governmental agencies. We guide development and land‑use decisions that structure Kingston’s future, ensuring projects align with community goals and regulations. Our team works closely with residents, businesses and developers to provide clear guidance, review applications and support sustainable growth.
What you’ll do:
- Lead and manage the Development Approvals unit on all development related planning matters and applications received by the City.
- Provide professional planning advice to Council, committees, staff and external parties.
- Demonstrate thorough understanding of all aspects of the development review process.
- Coordinate and manage all development related planning applications, prepare reports, present and defend reports under all applicable acts, legislative requirements, by‑laws and policies.
- Establish and maintain effective professional working relationships with internal departments, external agencies and community stakeholders.
- Facilitate community planning efforts by representing the City at meetings and hearings.
- Lead, coach and mentor a team of professional planners.
- Other duties as assigned.
Qualifications:
- Masters Degree in Planning or related field.
- Eight years of progressive planning experience.
- Full membership in OPPI/CIP.
- Extensive knowledge of the Provincial Policy Statement, Planning Act, development planning methodologies and related statutes, including contract law relevant to the Department and Corporation.
- Working knowledge of municipal, provincial and federal government acts and legislation, including occupational health and safety, employment standards and the Human Rights Act.
- Ability to work outside regular business hours as needed.
- Valid class 'G' driver’s licence.
- Required to obtain and maintain a satisfactory criminal record check.
