General Statement of Job
Under general supervision from the City Manager, the Building Official performs supervisory and administrative duties in coordinating the operation of the building inspections division. Responsibilities include enforcing construction codes to ensure public safety and health.
Essential Functions
- Supervise building inspectors, examine plans, and monitor building permit processes.
- Train, evaluate, and discipline employees; assign, monitor, and coordinate work.
- Assist in preparing and managing the division’s budget; approve expenditures related to inspections.
- Oversee review of building plans, calculations, and specifications for proposed structures; establish estimated values of proposed construction.
- Resolve interpretation issues for inspections of buildings under construction and existing buildings for compliance with the adopted Plumbing, Mechanical, Building, and Electrical Codes.
- Evaluate modifications to adopted codes when necessary.
- Review and oversee development permits and compliance with institutional controls.
- Prepare and maintain records of plans, inspections, letters, and reports; respond to questions from property owners and builders; interpret codes.
- Identify the need for special inspectors and coordinate their employment.
- Oversee final inspection for construction projects at completion for issuance of certificate of occupancy and signage.
- Follow up on all conditional and temporary approvals.
- Coordinate with other city departments on plan approval and building code-related issues.
- Prepare informational handouts to help the public understand regulations.
- Assist in the preparation and presentation of city ordinances related to building codes; work with the attorney to prepare building code-related cases when necessary.
- Attend meetings and workshops and read technical literature to stay current on code.
- Perform related duties as assigned.
Qualifications
Education and Experience: Graduation from high school and seven (7) years of experience in inspection or the construction trades, or an equivalent combination of education and experience. Prior supervisory experience is preferred.
Special Requirements: Must have a valid Georgia Driver’s License; must be an ICC Certified Plans Examiner and Certified Building Inspector, or obtain such certifications within six months of hire.
Necessary Knowledge, Skills, and Abilities: Considerable knowledge of the Building, Mechanical, Plumbing, Electrical and Energy Code; knowledge of current building construction methods, materials, tools, and equipment. Ability to detect hazards and violations and detail code requirements during field inspection work; enforce regulations with firmness, tact, and impartiality; communicate effectively verbally and in writing; establish and maintain effective working relationships with employees, other departments, contractors, builders, and the public; read and accurately interpret plans and specifications of any complexity and compare them with construction in progress. Some knowledge of environmental laws and processes pertaining to institutional controls.
Physical Demands
Work is performed in office settings and requires outdoor work in the inspection of various land use developments or construction sites. Hand‑eye coordination is needed. The employee is regularly required to stand, sit, walk, talk or hear, use hands to finger, handle, feel or operate objects, tools, or controls, and reach with hands and arms. Occasionally the employee may need to climb, balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Vision requirements include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
