The City of Edinburgh Council is seeking a professional, motivated Capital and Projects Accountant to support effective financial management of capital programmes and major projects. The role requires a full professional accountancy qualification recognised by the Consultative Committee of Accountancy Bodies (CCAB). Relevant experience may be considered in exceptional circumstances.
Key Responsibilities
- Plan, monitor and deliver the Council’s capital programme in partnership with project managers, finance colleagues and senior stakeholders.
- Provide expert financial advice, robust analysis and transparent reporting to support strategic decision‑making.
- Ensure compliance with relevant accounting standards, local government regulations and the CIPFA Prudential Code.
- Lead advice and support to senior service managers across a range of service areas.
- Develop and monitor capital budgets, prepare final accounts and support a comprehensive best‑value review.
- Support the development of new initiatives and embed zero‑based budgeting principles within the capital programme.
- Provide professional financial advice to service managers and external agencies, maintaining high standards of client service, professional practice and financial governance.
Qualifications & Experience
- Full professional accountancy qualification recognised by the CCAB.
- Significant experience in capital finance, project accounting or a related public sector accounting role.
- Strong knowledge of accounting standards, local government regulations and the CIPFA Prudential Code.
- Excellent analytical, communication and stakeholder‑management skills.
- Ability to build effective relationships and collaborate constructively with service managers and partners.
