JOB SUMMARY:

The City of Birmingham is seeking an ADA Compliance Administrator to oversee disability affairs programs and ensure compliance with Title II of the Americans with Disabilities Act (ADA). This role involves managing staff, developing and implementing policies and procedures, and addressing ADA compliance issues to ensure accessibility and nondiscrimination across all city services, programs, and facilities. The Administrator will exercise independent judgment and discretion in shaping departmental objectives and resolving compliance matters.

COMPENSATION & BENEFITS:

Birmingham $72,779 – $112,902

MINIMUM QUALIFICATIONS:

The following are job-related qualifications that are required for employment consideration for this position:

  • Bachelor’s degree from an accredited college or university.

  • Experience administering a compliance program with emphasis on accessibility policies or policy changes under Title II, Americans with Disabilities Act or other federal regulations.

  • Experience developing and implementing construction design and practices for municipal government facilities and infrastructure.

  • Experience conducting research in order to analyze construction design documents as they apply to facility and infrastructure improvement to identify potential deficiencies and make decisions and recommendations for improvements.

  • PREFERRED QUALIFICATIONS:

    The following are job-related qualifications deemed desirable by Merit System agencies. These qualifications may be considered by a hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.

  • Possession of ADA Coordinator Training Certification (ACTCP) or similar ADA certification.

  • TYPICAL JOB DUTIES:

  • Works with citizens and employees to ensure the City responds to their requests and complaints made under the ADA by receiving requests and complaints, conducting investigations, documenting actions made, contacting managers and/or department heads to discuss workplace accommodations, and locating resources and services for those with disabilities.

  • Designs, develops, and implements internal and external training programs, resources and workshops by researching training content, composing presentations, outlines, and teaching tools to be used during training, and delivering training to update trainees on changes in policies, and procedures to ensure ADA compliance with state, local, and federal guidelines.

  • Develops and implements an on-going self-evaluation process to assess current City policies, services and practices with regard to the Americans with Disabilities Act (ADA), and identifies disability and access related deficiencies involving public services, facilities design and alteration, transportation, and employment.

  • Works with internal and community stakeholders who serve individuals with disabilities, including participation in community outreach activities, committees, and organizations representing people with disabilities.

  • Monitor and make recommendations to any construction or modifications of City buildings, event facilities, and public right-of-ways to ensure compliance with ADA regulations.

  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.

  • PHYSICAL DEMANDS:

    Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.

    WORK ENVIRONMENT:

    Work is conducted mostly indoors in an office setting, with periodic field visits to external indoor locations. Work involves use of standard office equipment, such as computer, phone, copier, etc.
