- Job Summary
The Water Utilities Superintendent oversees daily operations of the department’s construction, water distribution, sanitary and storm sewer collection functions.
This role supervises the utilities foreman, pump systems foreman, and meter repair technician, coordinates work activities, and ensures safe, efficient delivery of services.
The superintendent sets priorities, manages resources, supports staff, and maintains compliance with regulations and safety standards, serving as a key liaison between field operations and departmental leadership.
Essential Duties and Responsibilities
- Assists in directing the operations of the department, developing plans and implementing goals and objectives, and administering policies and procedures.
- Plans and coordinates construction, water distribution, and sanitary and storm sewer collection functions.
- Develops specifications for materials and equipment and directs purchasing.
- Ensures compliance with federal, state, and municipal regulations and ordinances.
- Enforces departmental policies and procedures, recommending changes to increase efficiency.
- Develops specifications, makes recommendations, and approves payments for equipment, materials, and construction procedures.
- Hires, trains, assigns, directs, supervises, evaluates, and disciplines personnel.
- Directs special projects as directed by the director.
- Reviews design plans and coordinates bid processes.
- Answers questions and resolves complaints from the public.
- Develops department operating and capital budgets; monitors spending under current budgets.
- Ensures a strong safety culture and compliance with safety standards.

- Minimum Qualifications
- Knowledge and competency associated with a bachelor’s degree in a related field and significant experience in public works or utility operations, including supervisory responsibility; or equivalent combination of education and experience.
- Three to five years of related experience sufficient to understand the diverse objectives and functions of the subunits.
- Valid commercial driver’s license issued by South Dakota (Class B with Aobrakes, N‑Tanker Endorsement, and No E Restriction) within six (6) months of employment.
- Certification in Incident Command System operations.
- Ability to obtain SD Class III water distribution and SD Class III wastewater collection certifications.
- Residency
- All new hires must reside within 40 miles of city limits unless specific approval of City Manager.
- Physical Demands / Work Environment
- Work performed while sitting at a desk or intermittently standing, walking, bending, crouching, or stooping; occasional lifting of light and heavy objects.
- Work takes place in office and outdoors, occasionally in cold or inclement weather; exposure to noise, dust, dirt, grease, machinery with moving parts.
- Use of protective devices such as masks, goggles, gloves, etc. may be required.
