An opportunity has arisen for an enthusiastic, conscientious and dedicated Environmental Waste Manager to ensure compliance of waste services and functions across NHS health buildings maintained by CHoICE Facilities Services. The role will require the post holder to undertake the role of Waste Responsible Person in line with Health Technical Memorandum (HTM)07‑01, ensuring safe management of healthcare waste to meet statutory, mandatory and best‑practice commitments with existing partners.

The post holder will be required to be flexible and possess a wide ranging knowledge of waste, compliance, services and functions. The role will also require flexible working between multiple sites, based at South Tyneside Hospital, 40 hours per week between 8 a.m. and 6 p.m. Monday to Friday. Use of own vehicle may be required, and overtime may occur when service needs dictate, with appropriate payment. Further details will be provided at interview.

The role will require the applicant to use their own initiative when undertaking a range of problem‑solving scenarios to allow for satisfactory outcomes while adapting to changing demands.

Main duties of the job

• Provide technical advice, guidance and where necessary supervision to CFS staff, contractors and Trust colleagues.
• Offer detailed knowledge of healthcare waste compliance and understand the requirements of NHS regulatory regimes, including environmental and hazardous waste, controlled drugs, infection control, H&S and transport.
• Resolve day‑to‑day contract issues, annual registration and contract management.
• Ensure Choice and the Trust implement and maintain HTM 07‑01 compliance and comply with current legislation and codes of practice, ensuring safe management of healthcare waste systems and annual review of the waste management policy.
• Provide leadership, specialist advice and guidance in waste and environmental management across the Trust.
• Lead the implementation of waste target setting, aligning these to the Trust’s Green Plan, NHS Clinical Waste Strategy, HTM 07‑01, the Waste Management Policy and National NHS Delivering a Net Zero statutory guidance.

Qualifications

• Educated to degree level qualification or equivalent in a relevant field, or working towards a degree level qualification with relevant experience, or able to demonstrate equivalent experience, knowledge and training.

• Management qualification/training.

Experience

• Management experience at a senior level within a large multidisciplinary service organisation.

• Significant experience of waste management in a large organisation.
• Experience of site‑wide, multi‑department waste auditing, including policy compliance and compositional analysis.
• Knowledge of NHS waste guidance (HTM 07‑01), UK waste legislation (both hazardous and non‑hazardous) and NHS policies and procedures (e.g. Infection Prevention & Control and Health & Safety).
• Specialist and up‑to‑date knowledge of own area of expertise, including associated legislation and regulation, including the Environmental Protection Act and Health and Safety at Work Regulations.
• Knowledge of staff appraisal processes.
• Experience of undertaking a similar role within an NHS environment.
• Experience of contract and project management.
• Experience of working alongside external bodies such as other NHS Trusts, NHS Purchasing Agencies, the Environment Agency and other national forums and agencies.

Physical Skills

• Undertake moderate moving and handling activities with physical dexterity, hand and eye coordination.
• Perform testing and asset condition surveys using a range of technical and non‑technical devices and instruments.
• Adapt to sit at workstations for prolonged periods and undertake site surveys or respond to emergency situations.
• Travel, work and manage at all of CFS managed sites.
