An exciting opportunity has arisen for an experienced and motivated leader to join City Health Care Partnership as a Northwest Wellbeing Programme Lead, with a significant strategic and operational focus on the delivery and development of Smokefree services. This senior role will provide leadership across wellbeing programmes, driving innovation, service quality, performance, and partnership working to improve population health outcomes. A substantial element of the post will involve leading Smokefree services, ensuring delivery against national and local priorities, contractual targets, and quality standards. The successful candidate will bring strong strategic leadership capability alongside proven senior operational management experience within public health, wellbeing, or Smokefree services.
Key Responsibilities
- Provide strategic leadership for wellbeing and Smokefree programmes across the Northwest locality.
- Lead operational delivery, performance management, and continuous improvement initiatives.
- Ensure compliance with all Smokefree reporting requirements, data quality standards, and contractual KPIs.
- Develop strong partnerships with NHS organisations, local authorities, public health teams, and community stakeholders.
- Monitor service outcomes, analyse performance data, and produce high-quality reports for commissioners and senior leadership teams.
- Lead and support multidisciplinary teams to deliver safe, effective, and patient‑centred services.
- Contribute to business planning, service transformation, and future service development opportunities.
- Ensure services remain aligned with national tobacco control strategies and wider wellbeing priorities.
What we’re looking for

Qualifications
- Degree in public health related topic/health promotion or evidence of working practice.
- In possession of a postgraduate qualification in Public Health/Health Promotion or related subject or possess demonstrable experience of working within public health field at a senior level.
- Educated to masters level or be able to demonstrate an equivalent level of knowledge, skill and experience within Public Health/Health Promotion.
- Recognised qualification in relation to training provision.
- Postgraduate diploma in health promotion or a related area reflecting population health/policy or management.
Knowledge
- Significant knowledge of current public health agenda/policy/strategies.
- Significant specialist public health knowledge on evidence‑based interventions.
- Knowledge and understanding of behavioural change methodologies.
- Theoretical knowledge of public health models and approaches.
- Knowledge of current public health recommendations, research evidence, good practice – specifically linked to service area.
- Knowledge and skills relating to national Performance data reporting and analysis for service development.
- Significant detailed knowledge of public health/health promotion models and approaches.
- Demonstrable experience of HR policies/procedures.
Experience
- Significant operational management/development experience including staff management.
- Significant demonstrable experience of multi‑disciplinary and multi‑agency working.
- Significant demonstrable experience of performance management programme of work (targets and budget monitoring).
- Significant experience of working on initiatives/services to promote health, in partnership with other agencies.
- Significant demonstrable experience of recruiting, training and supporting people – either directly managed staff and/or non‑managed staff.
- Experience of strategic working with commissioners.
- Experience of the use of performance monitoring tools to produce National Smoking performance reporting data.
- Experience of performance analysis.
- Evidence of strategic service development.
- Experience of coordinating publicity activities/events.
- Demonstrable experience of design, delivery and evaluation of public health interventions.
- Experience of working in a multi‑cultural environment.
- Finance, budget and resource management experience.
