City Building is seeking an experienced People Services Manager to lead the delivery of high‑quality, efficient and compliant HR transactional services. Reporting to the Head of HR Operations, you will lead teams delivering core HR services including the employee lifecycle, reward, payroll, job evaluation and HR management information. You will ensure HR operations are customer‑focused, data‑driven and continuously improving, supporting the wider People Strategy and organisational goals.
This role is ideal for a senior HR professional with strong operational leadership experience in a large, complex organisation.
- Lead and develop HR operational teams delivering employee lifecycle and reward services
- Oversee recruitment workflows, workforce planning and establishment control
- Manage onboarding, contracts, promotions, transfers and leavers
- Lead HR management information and reporting
- Oversee payroll administration and work with external providers
- Ensure compliance with employment legislation, policy and governance
- Drive continuous improvement across HR processes and systems
Senior‑level experience managing HR operations or employee lifecycle services
Strong knowledge of recruitment, payroll, job evaluation and HR MI
Experience using HRIS and payroll systems (e.g. SAP, Oracle HCM, Fusion)
Excellent leadership and stakeholder management skills
Strong analytical skills and a focus on quality and compliance
Chartered Member of the CIPD (or equivalent degree‑level HR qualification)
Senior HR management experience in a large organisation
Public sector, construction or local authority experience
Project management experience
