This is a pivotal role within Citizens Advice TNMWD, requiring an exceptional individual with the qualifications and/or equivalent experience to deliver high-quality, people-centred human resource support within a medium-sized organisation. As People and Culture Manager, reporting to the CEO and working as part of the Leadership Team, you will lead the development and delivery of the People function, ensuring it drives organisational effectiveness, aligns with our values and enables colleagues and volunteers to maximise their potential.

You will bring HR expertise alongside excellent communication, organisational and IT skills, and a proven ability to build relationships. With a genuine commitment to a person-centred, culture-building approach, you will oversee the full employee and volunteer lifecycle, including recruitment, learning and development, performance management and employee relations. A key focus of the role is shaping and delivering our volunteer engagement strategy, recognising and valuing the vital contribution our volunteers make. You will also provide guidance to managers, maintain robust systems and data, and champion equity, diversity and inclusion. This role is fundamental in embedding a positive organisational culture and achieving strategic goals through effective, inclusive people management practices.

What will you do as People and Culture Manager?

  • Have a commitment to the aims, principles and policies of the Charity.
  • Review and make recommendations for improvements to the people function.
  • Oversee the workforce life cycle from recruitment and onboarding to exit.
  • Drive workforce learning and development.
  • Lead and develop the Volunteer-Engagement Strategy.
  • Assist in the implementation, ongoing operation, and further development of job evaluations and competency frameworks.
  • Line management of the HR and L&D Support Officer.
  • Develop and maintain human resource information systems and lead on all people policies and procedures to ensure compliance.
  • Provide advice, support and guidance on aspects of human resources to the CEO and managers.
  • Prepare for and attend formal human resource meetings and leadership team meetings as appropriate.
  • Use IT for statistical recording, record keeping, document and reporting production.
  • Keep up to date with policies and procedures relevant to the role and undertake continued professional development.
  • Carry out any other tasks that may be within the scope of the role to ensure the effective delivery and development of our people.

Who we’re looking for

We’re looking for a people-centred, proactive person to join our team in this exciting key role. You’ll need to be able to demonstrate commitment to the aims and policies of the Citizens Advice service.

  • Hold a qualification at Level 3 or higher, Chartered Institute of Personnel and Development (CIPD) - Certificate in Human Resources Practice or relevant experience in providing People and Culture support in a medium sized organisation.
  • Must be of a calm and professional disposition.
  • Self‑motivated, enthusiastic, and able to work efficiently.
  • Able to work under pressure and meet deadlines.
  • Able to respond effectively to changing priorities.
  • Great at processing and analysing documentation, preparing reports relating to personnel activities (staffing, recruitment, training, grievances, performance evaluations etc.).
  • Good communication and listening skills.
  • Strong and forward‑thinking IT skills and be able to support the introduction of AI tools within our people function.
