The opportunity

Join our London office as a Project Manager within our growing transport team. This is an opportunity to take a leading role in the delivery of complex transport, highways and public realm projects that make a visible difference to local communities. You'll work closely with local authority clients, design teams, contractors and a wide range of stakeholders, helping to take projects from design review and approvals through to procurement, construction and delivery. The role offers a high level of responsibility and the opportunity to work on major, multi-phase programmes in busy urban environments.

About the role

As a Project Manager, you will be responsible for coordinating and driving the delivery of complex transport and public realm commissions. You'll bring together programme, budget, design, approvals, engagement and delivery workstreams, ensuring projects remain well managed and that clients have clear oversight of progress, risks and decisions. Your projects may involve active travel, public realm, junction and signal improvements, traffic management, traffic orders, walking and cycling infrastructure and wider town centre improvements. You'll work with multidisciplinary teams and provide the coordination needed to move projects efficiently from one stage to the next. This is a client-facing role requiring strong organisation, communication and judgement. You'll be comfortable working with senior officers, technical specialists, contractors and stakeholders, and able to maintain momentum across projects with multiple dependencies and competing priorities.

Your contribution

You'll take ownership of project delivery, establishing clear programmes, budgets, governance and reporting arrangements and ensuring that actions are progressed across the project team. You'll anticipate issues, manage risks and dependencies and provide clients with clear, practical advice to support decision-making. A key part of the role will be coordinating multidisciplinary design and delivery teams. You'll ensure design reviews, approvals, procurement, stakeholder engagement and construction planning are aligned and that the right people are involved at the right stage. You'll also help strengthen Citisense's project management capability by sharing good practice, supporting colleagues and contributing to consistently high standards of client service and project delivery.

As a Project Manager, you will:

  • Lead the planning and delivery of complex, multi-phase transport, highways and public realm projects from design development through to implementation.
  • Develop, maintain and report against detailed project programmes, identifying dependencies, critical activities, delays and recovery actions.
  • Manage project budgets and expenditure profiles, monitor forecasts and provide clear and regular financial reporting to clients and senior stakeholders.
  • Coordinate multidisciplinary design teams and manage design reviews, actions, approvals and deliverables through each project stage.
  • Work with technical teams to coordinate highway, public realm, traffic management, traffic signal, modelling and traffic order requirements.
  • Coordinate statutory, technical and client approvals, including liaison with relevant highway and transport authorities where required.
  • Develop and maintain project risk registers, actively managing design, programme, commercial, stakeholder and delivery risks, including relevant client duties under CDM.
  • Support the development of procurement and construction delivery strategies, including phasing, traffic management and coordination with contractors and delivery teams.
  • Provide project oversight during construction and implementation, working closely with site and delivery teams to resolve issues and maintain programme.
  • Plan and coordinate consultation and stakeholder engagement activities, working with communications and engagement specialists where appropriate.
  • Build constructive relationships with local authority officers, elected members, businesses, residents, transport authorities, contractors and other project stakeholders.
  • Prepare concise project reports, briefings, meeting papers and updates for clients, senior management and other stakeholders.
  • Chair and coordinate project, design and progress meetings, ensuring decisions, actions and responsibilities are clearly recorded and followed through.

We're looking for someone with

  • A relevant degree, qualification or equivalent experience in project management, transport, highways, engineering, planning or a related discipline.
  • Strong project management experience, with a proven track record of leading complex projects from design through to delivery.
  • Demonstrable experience managing project programmes, budgets, risks, resources, actions and multiple interdependent workstreams.
  • Experience working on transport, highways, public realm, active travel or other infrastructure projects.
  • Strong client and stakeholder management skills, with the confidence to work constructively with senior officers, technical teams and external stakeholders.
  • Excellent written and verbal communication skills, with the ability to produce clear reports, briefings and project updates for different audiences.
  • Strong commercial and financial awareness, including experience of budget monitoring, forecasting and managing change.
  • The ability to coordinate multidisciplinary teams and maintain momentum where projects involve complex approvals, dependencies and competing priorities.
  • A proactive and organised approach, with the ability to manage multiple priorities whilst maintaining a high standard of delivery.

Desirable Experience and Skills

  • Experience working for, or closely with, UK local authorities, combined authorities, Transport for London or other public-sector transport bodies.
  • Experience delivering major or multi-phase schemes within a town centre, urban highway or similarly complex environment.
  • Experience managing design consultants, contractors and internal technical teams through design review, detailed design and implementation stages.
  • Knowledge of public highway delivery, including traffic management, traffic orders, signal design or approvals, traffic modelling and public realm design.
  • Experience planning or supporting public consultation and engagement where there are diverse or competing stakeholder views.
  • Understanding of project governance and formal reporting requirements within local government or other public-sector organisations.
  • Knowledge of CDM Regulations and experience supporting or managing client-side project responsibilities.
  • Experience supporting procurement and construction planning, including programme, phasing and contractor coordination.
  • Experience of managing funding profiles, grant-funded programmes or projects with defined financial-year expenditure requirements.
  • Project management certification such as PRINCE2, APM or an equivalent qualification, or relevant professional membership such as CIHT or TPS.
  • Experience using Microsoft Project or similar project and programme management software.
  • Familiarity with CAD, GIS or other technical project information would be beneficial but is not essential.
