Overview:
This role is part of the 1st Line of Defence Risk and Control team, supporting the 1st line Regulation Lead on management and oversight of compliance with the UK and EU Markets in Financial Instruments Regulation and Directive (MiFID/R).
We are looking for a leader who can help drive our compliance risk oversight in the first line for MiFID and MiFIR. The successful candidate should demonstrate strategic thinking, comfort interacting with senior audiences, detailed understanding of regulatory compliance program requirements and an ability to lead large scale projects.
This will require extensive coordination with internal stakeholders across businesses and functions to support and meet required standards by the MiFID/R regulations in relevant jurisdictions. This program covers all Citi businesses (Markets, Banking, Services and Wealth Management).
Responsibilities:
- Support the design and implementation of strategic and sustainable MiFID/R program.
- Develop and implement controls, procedures and best practice standards.
- Advise the business on regulatory requirements, developments and expectations across the MiFID/R regime. Engage in advocacy and industry discussions on MiFID/R matters.
- Lead MiFID/R specific control enhancement projects and remediation items identified through targeted assessments.
- Support /co-chair governance forums managed by the Regulation Lead.
- Assist in responding to regulatory inquiries / investigations and internal escalations to the senior management.
- Monitor the health of MiFID/R of the firm through Risk and Control Self Assessments.
- Ensure regulatory changes are actioned timely and with appropriate implementation traceability. Ensure divergence between UK and EU MiFID/R is managed appropriately.
- Maintain correct applicability in regulations inventory, maintain reference control library for all UK/EU MiFID/R obligations, monitor control effectiveness, oversee issue management and monitor other key metrics in relation to MiFID/R.
- Continue strong partnership with second line compliance, legal, internal audit.
Qualifications & skills:
- Significant experience in Financial Services, with business management, business risk, and/or advisory compliance experience.
- Extensive knowledge and experience of EU/UK MIFIR/MIFID II. Up to date on ongoing regulatory change agenda. Understanding of other major Markets regulations in US and Europe.
- Implemented MIFID/R in large/Tier 1 investment banks (preferably in Markets businesses) in either 1st line or 2nd line of defence. Also have practical, BAU experience.
- Participated in relevant industry forums and monitor changes/developments to relevant EU/UK MIFIR/MIFID II standards and their potential cross-border application.
- Strong product knowledge and understanding of a good regulatory compliance program and regulatory risk mitigation mindset. Ability to analyse a process / control and recommend ways to improve quality and efficiency.
- Able to provide opinion for interpretation of rules based on facts.
- Experience in large scale transformation /change programs and delivering high quality work products, reflecting attention to detail.
- Experience working with technology to design and implement solutions.
- Capable of prioritizing and multi-tasking in a dynamic, fast paced environment. Creativity and efficiency when managing time-sensitive demands from competing stakeholders.
- Effective communicator with internal stakeholders and senior management.
