About the Role
This role is working with the team from CITB’s National Construction College (NCC) which is a national construction skills college for the industry, with training being delivered across the UK. NCC is part of CITB.
Base pay range
Role: Bid and Mobilisation Manager
Location: Hybrid / Peterborough
Working Pattern: Full time, with some anti-social hours required, usually travel related or working to submission deadlines
Contract: Permanent
£67,162 per annum
Additional Benefits:
Car Allowance £6,799 per annum. The post holder will be eligible for either a company car or a car allowance in line with the grade for this role, subject to the vehicle nominated for business use complying with CITB’s Car Policy.
Key Responsibilities
- Identify and monitor tender opportunities across sectors, engaging in pre-market activities and stakeholder networking.
- Lead the full bid lifecycle: qualification, strategy, proposal development, review, and submission.
- Craft compelling bid content including value propositions, executive summaries, pricing, and compliance documentation to achieve an excellent win rate.
Cross-Functional Coordination
- Collaborate with curriculum, finance, legal, HR, and delivery teams to gather inputs and align bid responses.
- Coordinate bid teams and workflows to meet deadlines and governance standards, including preparing papers for internal approval processes.
Compliance, Quality & Risk
- Ensure all bids meet RFP/tender requirements, internal governance, and client specifications.
- Track and mitigate risks, manage bid budgets, and monitor performance metrics such as win rates and submission timeliness.
- Lead mobilisation activities post-award: contract handover, stakeholder alignment, resource planning, and system setup.
- Act as the key liaison between clients and internal teams to ensure smooth transitions into delivery.
- Conduct bid debriefs, capture lessons learned and refine bid and mobilisation processes.
- Monitor market trends and procurement standards to inform future strategy.
- Champion team development and succession planning, using tools and conversations to support growth.
- Model CITB’s values of fairness, inclusion, and respect, and actively seek feedback to enhance leadership style.
What we’re looking for
- Proven experience in bid management or tendering, especially in public/private sector contexts.
- Strong project and stakeholder management skills with the ability to lead multi-disciplinary teams.
- Excellent communication skills with the ability to present complex information clearly and persuasively.
- Solid understanding of compliance, governance, risk, and pricing in bid environments.
- Experience in mobilisation frameworks and operational handover.
- High attention to detail and ability to manage multiple deadlines.
- Sector‑specific knowledge (e.g. skills programmes, public services) and familiarity with tender platforms.
- Experience managing team transitions and contract setup during mobilisation.
- Familiarity with proposal management software.
- Knowledge of Local and National Government skills programmes and funding mechanisms.
