The Procurement Manager will provide the expertise necessary for the effective operation of CITB and deliver an effective Procurement Solution. The role will work alongside the Commercial and Contract Managers to support the business to make efficient decisions when purchasing.

The role will be responsible for creating procurement strategies that meet the needs of individual areas of CITB, this includes sourcing and purchasing a multitude of different goods and services within the business. The Procurement Manager will play a crucial role in ensuring all procurement activities are conducted in compliance with public procurement regulations and inline with CITB company policies., To be a category specialist in HR/ IT/ Marketing, provide expert knowledge to the Commercial and Contracts team and advise the most effective way in which goods/services should be procured.

Develop and implement Procurement strategies and manage the Procurement process within its entirety. This includes conducting market research, creating and issuing tenders via our procurement platform, collating responses along with communicating with suppliers including sharing feedback to successful/unsuccessful bidders and working on the final contract.

Working with the Commercial and Contract Manager will be integral in this role. This includes making sure briefs and specifications are correct, attending and participating in evaluation briefings and consensus meeting with evaluation and ensuring the final contract is suitable.

Publish all notices in line with the Public Procurement Regulations.

Ensure that all procedures are carried out in a timely manner in accordance with the needs of the organisation.

Ensuring all procurement activities are conducted in compliance with Public Procurement Regulations and in line with CITB company policies.

Manage the lifecycle of contracts ensuring that the business is aware of contract end dates and that sufficient time is allowed for the procurement process.

Knowledge and Experience

This role demands a sharp attention to detail, exceptional organisational abilities, and a solid grasp of procurement principles and Public sector procurement regulations., Excellent communication skills to achieve the right outcome for a team/department and ensure expectations are clear

An understanding of how own business area integrates with other business areas in order to achieve the company goals

Wide experience of different procurement approaches to identify and deliver high value and complex contracts within a public procurement environment

Strong knowledge of procurement practices, principles and regulations

Good knowledge of EU procurement framework

Understanding of the latest developments within the profession

Analytical skills in order to be able to evaluate (mainly) factual information

Educated to degree level with relevant professional qualification

Ability to work individually or as part of a team

Comprehensive knowledge of concepts and principles within own professional discipline, gained through broad and in-depth experience – a recognised expert and acknowledged authority within their particular field of expertise

Basic knowledge of other business disciplines in order be able to resolve issues that have an impact beyond own professional discipline
