Circet Energy are looking for a Construction Manager to join our team, to lead construction in NGED license areas: East Midlands, West Midlands, South Wales, and South West.

Responsibilities of a Construction Manager

  • Lead the safe delivery of UGC projects, underground cable installation and associated civil engineering works
  • Manage day-to-day site operations, ensuring projects are delivered safely, on time, within budget, and to the required quality standards
  • Provide leadership and direction to site teams, supervisors, and subcontractors across multiple work locations
  • Plan and coordinate resources, plant, materials, and labour requirements to achieve programme milestones, and utilisation targets
  • Oversee excavation, ducting, cable laying, joint bay construction, reinstatement, and associated utility infrastructure activities
  • Ensure compliance with client specifications, network standards, and regulatory requirements
  • Monitor project performance against agreed KPIs and contractual deliverables
  • Produce accurate progress reports and provide regular updates to Stakeholders
  • Identify and mitigate project risks, to minimise programme or commercial impact
  • Support the management of change control, variations and claims, throughout the project lifecycle
  • Coordinate with design, engineering, commercial, and operational teams to ensure efficient project execution
  • Build and maintain strong relationships with clients, local authorities, utility companies, landowners, and other key stakeholders
  • Ensure all permit, streetworks, traffic management, and environmental requirements are planned and managed
  • Drive a culture of continuous improvement, operational excellence, and Right First Time delivery

  • Champion a positive health, safety, environmental, and quality culture across all operational activities
  • Fully understand, implement, and promote Circet's Health & Safety policies and procedures
  • Ensure all works are delivered in compliance with CDM Regulations, Electricity at Work Regulations, HSG47, NRSWA requirements, and client-specific standards
  • Lead site safety inspections, audits, toolbox talks, and incident investigations where required
  • Ensure robust risk assessments and method statements (RAMS) are developed, communicated, and adhered to
  • Conduct daily briefings, toolbox talks and Point of Work Risk Assessments (POWRA)
  • Promote a Right First Time approach to project delivery, ensuring quality standards are consistently achieved
  • Drive compliance with all environmental obligations, including waste management, pollution prevention, and reinstatement standards
  • Ensure all personnel are suitably trained, authorised, and competent to undertake assigned activities
  • Monitor contractor and supply chain performance against HSEQ requirements
  • Support innovation and continuous improvement initiatives that enhance safety, productivity, quality, and customer satisfaction

Knowledge & Skills Requirements

Essential

  • Demonstrable experience managing underground cable installation works for DNOs, TOs or comparable regulated utility/infrastructure clients.
  • Strong knowledge of UGC activities including excavation, ducting, cable pulling, jointing interfaces, reinstatement and associated civils.
  • Experience managing multiple workstreams, subcontractors and operational delivery teams.
  • Strong understanding of CDM Regulations, HSG47, safe excavation practices and utility-sector Health & Safety requirements.
  • SMSTS qualification.
  • Appropriate CSCS card.
  • NRSWA Supervisor qualification.
  • Good understanding of temporary works and associated site controls.
  • Commercial awareness, including experience managing budgets, productivity, programme performance and subcontractor delivery.
  • Strong project reporting, performance management and programme management capability.
  • Excellent leadership, communication, stakeholder management and people-management skills.
  • Full UK Driving Licence.

Desirable

  • Experience working directly with National Grid, SSEN, SPEN, NPG or other UK DNO/TO organisations.
  • Existing DNO/TO authorisations, such as National Grid Persons or equivalent.
  • EUSR Utility SHEA Power.
  • Temporary Works Supervisor qualification.
  • First Aid at Work.
  • IOSH, NEBOSH or equivalent Health & Safety qualification.
  • Lift Supervisor or Appointed Person qualification/experience.
  • Experience working with ICPs and IDNOs.
  • Knowledge of LV, HV and EHV networks, particularly 33k V, 66k V and 132k V cable systems.
  • Experience managing cable jointing interfaces, testing and commissioning activities.
  • Experience delivering works in highways and other constrained environments.
  • Familiarity with NEC contracts and early warning/change management processes.
