Circet UK is seeking an experienced Programme Manager with a strong background in telecommunications infrastructure build and proven expertise in applying structured project management methodologies. This role will lead the successful delivery of complex telecoms build programmes by utilising robust project management tools and techniques.

Key Responsibilities:

  • Lead end-to-end delivery of large-scale telecoms infrastructure programmes (e.g. FTTP, wireless, civils), applying best-practice project management methodologies (e.g., PRINCE2, PMBOK, Agile) to plan, execute, and control delivery.
  • Develop, maintain, and communicate detailed Gantt charts and project schedules to monitor progress, identify critical paths, and ensure timely completion of workstreams.
  • Create and continuously update RACI matrices to clearly define and communicate roles and responsibilities across project teams, subcontractors, and stakeholders.
  • Establish and maintain robust project governance processes to ensure alignment with organisational standards and client expectations.
  • Monitor and deliver against agreed Key Performance Indicators (KPIs) and Service Level Agreements (SLAs), with particular attention to quality, schedule adherence, and budget control.
  • Proactively identify, document, and escalate risks, issues, assumptions, dependencies, and escalations (RAID) to maintain programme health and momentum.
  • Collaborate closely with the Delivery Manager to prioritise tasks and allocate resources based on programme needs and project timelines.
  • Ensure clear, consistent, and effective communication with all stakeholders including clients, internal teams, subcontractors, and third parties, using formal reporting tools and dashboards.
  • Oversee compliance with all health, safety, environmental, and quality standards throughout programme delivery.
  • Foster a culture of continuous improvement through lessons learned, feedback loops, and process optimisation.

Required Experience & Skills:

  • Minimum 3 years’ experience in Programme or Project Management within telecommunications infrastructure build, utilities, or similarly complex delivery environments.
  • Demonstrable expertise in applying formal project management methodologies such as PRINCE2, PMBOK, or Agile frameworks.
  • Strong proficiency in developing and managing Gantt charts using MS Project, Primavera, or similar scheduling tools.
  • Experience creating and maintaining detailed RACI matrices to ensure role clarity and accountability.
  • Skilled in comprehensive RAID management to identify, monitor, and mitigate risks and issues throughout project lifecycles.
  • Excellent organisational and stakeholder management skills, with a proven ability to coordinate multidisciplinary teams and subcontractors.
  • Advanced competency in Microsoft Office tools, particularly Excel (pivot tables, data analysis), PowerPoint, and project scheduling software.
  • Strong communication skills with the ability to produce clear and concise reports, presentations, and programme dashboards.
  • Knowledge of telecoms infrastructure build programmes (FTTH, fibre, civils) and technical delivery processes.
