About the Role
CIPFA is recruiting for its Public Financial Management department and looking for individuals to join our team. This is an exciting opportunity for motivated professionals who are passionate about supporting best practice in local government. The postholder will be part of a team delivering the Finance Advisory Network. As a part of the team, they will ensure efficient and effective communication with subscribers, research and answer technical queries, and deliver tailored training events. They will work closely with the other two FAN Advisors to deliver the goals of the Service. This position would be contracted to CIPFA's London or Chester office, but could be largely completed by a remote/hybrid candidate. This role offers the chance to make a significant impact within the Public Financial Management department and contribute to the overall goals of CIPFA.
We are seeking candidates who possess the following qualifications and attributes:
- Essential Experience:
- Knowledge and experience, at a senior level, of local authority finance, particularly the collection fund
- Practical experience of delivering training courses, facilitating workshops, and other public speaking
- Track record of the application of the Code of Practice in financial reporting in a local government environment
- Detailed knowledge and understanding of the Code of Practice on Local Authority Accounting and its application, particularly in the areas of non‑current assets, government and non‑government grants, reserves including the collection fund, revenue contracts, accruals accounting, liabilities, materiality, and disclosure requirements
- Knowledge and understanding of the funding arrangements for local authorities
- Ability to research new developments in the space and deliver written and live updates on key changes to a technical audience
- A good knowledge of the budgeting process including methodology, technique and practical application for both capital and revenue
- The ability to communicate financial concepts to a non‑finance audience including elected members and budget holders
- Appropriate professional qualification
- Degree relevant to the field or equivalent experience working in the area
It is essential that candidates have a proactive attitude, excellent communication skills, and a strong ability to work both independently and collaboratively within a team.
