Birmingham City Council is seeking an exceptional Strategic Lead - Temporary Accommodation Service to lead one of the city's most critical homelessness services. This high-profile leadership role is responsible for the strategic and operational management of Temporary Accommodation provision across Birmingham, ensuring homeless households receive suitable accommodation and support while the Council delivers against its statutory duties in a financially sustainable way.

Reporting to the Head of Service, you will lead the development of innovative temporary accommodation solutions, oversee significant accommodation contracts and budgets, and drive service transformation that improves outcomes for residents whilst reducing reliance on costly emergency accommodation.

Key Responsibilities

  • Lead the strategic and operational delivery of the Temporary Accommodation Service.
  • Develop and implement innovative approaches to temporary accommodation procurement, supply and contract management.
  • Drive improvements that reduce the use of unsuitable emergency accommodation and improve move-on outcomes for households.
  • Oversee the performance, utilisation and financial management of temporary accommodation provision across the city.
  • Lead large-scale service improvement, transformation and efficiency programmes.
  • Build strong partnerships with housing providers, landlords, contractors and key stakeholders to increase accommodation options.
  • Use data, insight and market intelligence to inform service planning, performance improvement and future provision.

About You

We are looking for a strategic leader with significant experience managing complex housing services and delivering change within a demanding operational environment. You will bring:

  • Significant senior management experience within housing, homelessness, temporary accommodation or a related service area.
  • Strong knowledge of homelessness legislation, housing policy and temporary accommodation provision.
  • Experience managing large-scale operational services, contracts, budgets and resources.
  • A proven track record of delivering service transformation, performance improvement and value for money.
  • Strong commercial awareness with experience of procurement, contract management and partnership development.
  • Excellent stakeholder management, negotiation and influencing skills.
  • The ability to lead high-performing teams through change whilst maintaining a strong focus on customer outcomes.
