Churchill are seeking Cost Managers and Senior Cost Managers to join our team supporting major data centre developments for a key global technology client. The role is based in our Edinburgh office, and the successful candidate will represent Churchill as a fully integrated member of the Client’s commercial team managing the project from pre-contract development through to post-contract delivery and handover.
The role involves a wide range of activities including commercial and cost management, procurement advice and coordination, risk management and profiling, commercial reporting, management of value engineering process, and continuous improvement initiatives. The successful candidate will act as a key point of contact for Churchill with the Client’s central and project teams and contribute to the data gathering and application of lessons learned across various projects.

Regular travel to Client data centre developments across EMEA
RESPONSIBILITIES
- Pre-construction responsibilities include:
- Initial budget estimate and benchmarking
- Commercial strategy, including procurement and contracting strategy
- Cost plan development through workstages
- Risk identification, management and profiling
- Cashflow management and forecasting
- Client exposure modelling
- Procurement management, including GMP and package management
- Preparation of GC tender documentation and management of tender process including returns, cleansing, reporting and contract award
- Vendor management and reporting
- Regular visits to site and Client offices for development team meetings
- Commercial cost reporting
- Monthly valuations and site visit
- Cashflow forecasting
- OFCI vendor commercial management including cashflow
- Risk management and cost profiling
- Vendor / consultants commercial reporting and cashflow management
- Final account negotiation
QUALIFICATIONS
- Bachelor’s degree in Quantity Surveying or another construction-related discipline (required).
- Consultant: Over 3 years’ post-graduate experience
- Senior Consultant: Over 5 years’ post-graduate experience
- MRICS (or equivalent professional qualification) preferred for Senior Consultant
- Enrolled in chartership pathway preferred for Consultant
