About the role

Due to growth within Churchill Estates Management, we are looking at expanding our Property Services team and are recruiting for a new Project Surveyor. This is a key role within Property Services, combining building surveying expertise with the practical delivery of planned, reactive and major works projects across the CEM portfolio. The post holder will undertake surveys, develop scopes, prepare tender documentation, support statutory consultation and manage projects through to completion, ensuring works are appropriately specified, commercially controlled and delivered safely, on time and to the required standard. The role provides technical, operational and commercial support to colleagues and stakeholders, using robust surveying information, clear reporting and effective contractor management to support long-term asset planning, service charge forecasting, compliance and value for money. The post holder is expected to identify risks early, recommend practical solutions and communicate technical matters clearly to non-technical audiences.

Main responsibilities will include:

  • Building Surveying, Asset Data & Technical Advice
    • Undertake internal and external stock condition, defect and project-related surveys across the CEM portfolio, identifying age, condition, lifecycle, remaining life, budget costs, compliance risks and future maintenance requirements.
    • Produce clear reports, recommendations, budget estimates, schedules of work and supporting evidence for defects, remedial works, major works and planned maintenance requirements.
    • Provide technical and surveying advice to Property Services, Operations and Commercial colleagues, including due diligence input for new developments and support with service charge and contingency fund planning.
    • Escalate urgent or unusual property-related issues, including unusual lease requirements or compliance risks, so that informed decisions can be made with colleagues and owners.
  • Project Delivery & Major Works
    • Lead or support the delivery of planned, reactive and major works projects, including but not limited to fire safety, roofs, external fabric, lifts, warden call upgrades, asset replacement and other property-related works.
    • Ensure projects are appropriately scoped, specified, procured, programmed and delivered in line with approved budgets, governance requirements and customer expectations.
    • Maintain effective project governance from initial survey and scope development through tender, award, pre-start, progress meetings, practical completion, handover, defects and close-out.
    • Monitor project progress, risks, dependencies, contractor performance and cost movements, taking early action to avoid delays, avoidable disruption or cost overruns.
  • Tendering, Contracts & Commercial Control
    • Compile tender packs, review tender submissions and provide adjudication recommendations, ensuring decisions consider scope compliance, value for money, known contractor performance, risk and deliverability.
    • Act as Contracts Administrator where required for planned and major works projects, including JCT contracts and other appropriate contract forms.
    • Review variations, valuations, payment applications and commercial challenges, ensuring appropriate scrutiny, evidence and approvals are in place.
    • Support the development and performance management of framework contractors, ensuring specifications, service standards and delivery expectations reflect operational needs.
  • Statutory, Compliance & Risk Management
    • Ensure works are planned and delivered in accordance with CDM, health and safety legislation, RAMS, building safety requirements, CEM policies and relevant statutory consultation requirements, including Section 20 where applicable.
    • Proactively identify project and property risks, recommend mitigations and maintain clear records to support audit trails and decision-making.
    • Work with the wider Property Services team to ensure works deliver an appropriate long-term resolution, rather than short-term fixes, and that asset change control is robustly managed.
    • Communicate relevant legislative, compliance or best-practice changes to stakeholders and provide practical guidance where required.
  • Stakeholder, Customer & Communication Excellence
    • Communicate clearly and proactively with Operations colleagues, leaseholders, RTM Directors, landlords, contractors and consultants on project scope, progress, risks, disruption, decisions and outcomes.
    • Chair or attend meetings with leaseholders, RTM Directors, residents’ groups or landlords where required to explain the purpose, scope and benefits of works.
    • Translate technical information into clear, accessible language for non-technical audiences.
    • Build strong working relationships across Property Services, Operations and external stakeholders to support effective delivery and minimise customer disruption.
  • Quality Assurance & Continuous Improvement
    • Undertake quality assurance inspections, site reviews and spot checks as required to ensure works are delivered to specification and agreed standards.
    • Identify root causes of recurring defects or process issues and recommend improvements to prevent repeat failures.
    • Contribute to departmental reporting, KPIs, lessons learned, risk registers and board or SLT insight where required.
    • Support the ongoing improvement of templates, scopes, handover packs, adjudication reports and project documentation.
  • Budgets & Financial Responsibility
    • Deliver projects within approved budgets, monitoring and challenging costs where appropriate.
    • Provide budget estimates for planned works, future maintenance requirements and service charge or contingency fund planning.
    • Ensure financial recommendations and decisions are evidence-based and comply with governance processes.

Working hours are full-time, Monday to Friday 37 hours per week. This is a field-based role with frequent travel to developments across the CEM portfolio. The post holder should expect to be on site for a significant proportion of the week, with attendance at the Ringwood Head Office for meetings and team working as required. Occasional overnight stays may be required.

About you

Our new Project Surveyor will be someone who:

  • Has strong technical knowledge of building construction, defects, planned maintenance, building safety, CDM and health & safety legislation.
  • Has experience carrying out building surveys and preparing reports, specifications, tender documents and budget estimates.
  • Has successfully managed property, maintenance or construction projects and contractor performance.
  • Understands asset management, property lifecycle planning, service charge budgeting and delivering value for money.
  • Can manage multiple priorities, work independently and maintain excellent attention to detail.
  • Is an excellent communicator, able to explain technical information clearly to a range of audiences.
  • Is confident building relationships, influencing others and constructively challenging where required.
  • Is organised, proactive and solutions-focused, with sound judgement and a customer-first approach.
  • Is committed to continuous professional development and able to travel regularly as part of the role.
