Buckingham Futures are recruiting on behalf of our local authority client in Hertfordshire for an experienced Environmental Protection Officer / Environmental Health Officer to join their Environmental Health team on an initial 6-month contract, with strong potential for extension. This is a key role focused on supporting both planning consultations and the wider environmental protection function, ensuring development across the district is delivered sustainably and that environmental risks to public health are properly assessed and mitigated.

Key Responsibilities

  • Planning and Development Control
  • Review and respond to planning applications, focusing on environmental health concerns such as noise, odour, smoke, light, and dust.
  • Assess technical reports including environmental impact assessments and noise surveys.
  • Provide clear, robust recommendations to planning officers, including appropriate planning conditions and mitigation strategies.
  • Offer pre-application advice to developers and consultants to support environmentally sound planning decisions.
  • Support the development and implementation of environmental planning policies and local plans.
  • Environmental Protection Duties
    • Investigate and respond to statutory nuisance complaints including noise, odour, smoke, light, and dust.
    • Undertake enforcement where appropriate under relevant environmental protection legislation.
    • Respond to pollution incidents and complaints related to commercial and domestic sources.
    • Assess and manage potentially contaminated land sites in accordance with Part IIA of the Environmental Protection Act.
    • Assist in the implementation of local environmental strategies and monitor environmental quality indicators.
    • Prepare professional reports, enforcement notices, witness statements, and attend court or committee proceedings as required.

    Requirements

    • Degree in Environmental Health, Environmental Science, or a related field.
    • Demonstrable experience working on planning consultations and environmental protection matters in a regulatory capacity.
    • Ability to analyse complex environmental data and translate findings into practical recommendations.
    • Confident communicator with excellent report writing skills and stakeholder engagement experience.
    • Proactive, organised, and capable of working independently to manage caseloads and meet statutory deadlines.
