About The Role

Location: Chorley and South Ribble

Contract: Full time (36.25 hours per week) / Fixed Term Contract (12 Months)

Salary: £39,862 - £40,777 plus 6% car allowance

As a Housing Standards & Compliance Officer, you’ll be on the frontline of driving up housing quality, preventing illegal evictions, tackling damp and mould, and supporting some of the most vulnerable households across the two boroughs. This is an exciting opportunity for someone ready to build or advance their career in housing regulation – ideal for recent Environmental Health graduates or experienced professionals looking to apply their skills in a varied, impactful enforcement role.

What you’ll be getting up to:

  • Carrying out tenancy-related enforcement under relevant legislation including the Housing Act 2004, Renters' Rights Act 2025, EPA 1990, and associated regulations.
  • Providing verbal and written advice and mediation on tenancy and housing standards issues to tenants, landlords and other agencies and organisations, including referrals to other agencies and resources as appropriate.
  • Supporting the implementation of the national PRS Property Database and use digital tools for case management and compliance monitoring.
  • Working with other departments within the Council's and partner agencies on joint visits, intelligence sharing, and multi-agency enforcement.
  • Monitoring compliance with relevant landlord and letting agency redress and ombudsman schemes, giving advice and taking enforcement action, as required.
  • Providing advice, education, and guidance to tenants, landlords, councillors, and internal colleagues.

Who we’re looking for:

  • Experience in a regulatory, housing enforcement, environmental health, tenancy relations, or similar investigatory role.
  • Experience handling complaints related to harassment, illegal eviction, tenancy disputes, or housing disrepair.
  • Experience preparing enforcement files, statements, and PACE-compliant evidence.
  • Experience working directly with tenants, landlords, letting agents, and multi-agency partners.
  • Experience using case management systems or regulatory databases.

Other requirements:

  • This role requires some travel around our boroughs. You should have a valid driving licence or the equivalent mobility.
  • Successful applicants will be subject to a DBS check (applied and paid for by the Council).
