The Vacancy
We are looking for an experienced and customer-focused Contract Manager (Asset) to join our Investment & Sustainability team. This is an exciting opportunity to play a key role in delivering planned investment programmes, capital works, and compliance-related projects that improve the quality, safety and sustainability of our homes.
As Contract Manager, you will oversee the delivery of major investment and maintenance contracts from inception through to completion, ensuring works are delivered safely, on time, within budget and to the highest quality standards. You will work closely with contractors, consultants, residents and colleagues to achieve excellent customer outcomes, value for money and regulatory compliance, while also undertaking surveying, inspection and quality assurance activities to support effective asset management.

This is a varied and rewarding role combining contract management, project delivery, surveying and stakeholder engagement.
Role purpose
To manage the delivery of planned investment, capital works and compliance-related contracts, ensuring programmes are delivered safely, on time, within budget and to agreed quality standards. The role is responsible for contractor performance, contract compliance and programme delivery while supporting effective investment planning through surveying and assurance activities.
What’s the role?
Key Accountabilities:
- Manage and oversee planned investment programmes, cyclical maintenance, major works, capital projects and compliance-related contracts across the housing portfolio.
- Deliver capital works and investment projects from procurement and mobilisation through to completion, ensuring programmes are delivered on time, within budget and to agreed quality standards.
- Lead contractor performance management, monitoring compliance with contractual obligations, service standards and agreed KPIs, taking corrective action where required.
- Undertake validation surveys, stock condition surveys, pre-inspections, post-inspections and quality assurance inspections to ensure works are delivered to specification and provide value for money.
- Manage project finances, including budgets, valuations, variations, final accounts and financial reporting, ensuring effective cost control and budget management.
- Ensure full compliance with health and safety legislation, building regulations, building safety requirements, organisational policies and all relevant statutory obligations.
- Produce performance reports, project updates and management information to support decision-making and provide assurance to senior management.
- Work collaboratively with residents, leaseholders, contractors, consultants and internal stakeholders to deliver high-quality services and positive customer outcomes.
- Lead and support resident engagement and consultation activities, including statutory leaseholder consultation processes where required.
- Contribute to the delivery of strategic asset management objectives, investment priorities and long-term property sustainability plans.
- Monitor project risks, quality standards and programme performance, implementing improvements to drive service excellence and continuous improvement.
What are we looking for?
Essential:
- Managing planned investment, major works, cyclical maintenance or compliance-related contracts.
- Contractor and consultant performance management.
- Delivering projects and programmes from inception to completion.
- Undertaking property inspections, surveys and quality assurance activities.
- Budget monitoring, financial control and contract administration.
- Working in a customer-focused environment and managing stakeholder relationships.
- Asset management and planned investment principles within residential property.
- Building construction, component lifecycles and common building defects.
- Procurement processes and contract management best practice.
- Housing legislation, Decent Homes Standard and HHSRS.
- Building safety, CDM Regulations and health and safety compliance requirements.
- Strong contract and contractor performance management skills.
- Technical surveying and inspection expertise.
- Excellent communication and stakeholder engagement skills.
- Effective project, programme and budget management.
- Ability to analyse information and make evidence-based decisions.
- Strong organisational and prioritisation skills.
- HND/HNC, Level 4/5 qualification or equivalent experience in Building Surveying, Construction, Property, Asset Management or a related discipline.
- Full UK Driving Licence and access to a vehicle for business use.
Desirable:
- Degree in Building Surveying, Construction, Property or related discipline.
- Professional membership of RICS, CIOB, CABE or equivalent body. Project Management qualification (PRINCE2 or APM).
- IOSH or NEBOSH qualification.
