Purpose of the Role
Manage the EAS (Engineering Access Statement) & ARP (Advanced Register of Possessions) process for Chiltern Railways. Liaise regularly with Network Rail and London Underground (LUL) to ensure that Chiltern Railways are not compromised more than necessary and that all possessions are optimised and justified to ensure the fewest overall days of disruption and best possible passenger handling experience.
- Work closely with Chiltern’s Events Manager to host introduction and readiness sessions for major blockades, liaising with key business contacts to ensure critical engineering access info is disseminated around the business and that actions and risks are collated.
- Manage the Rail Replacement contract, working closely with the Road Transport supplier to oversee safe and cost effective Rail Replacement services compliant with relevant accessibility legislation.
- Prepare Rail Replacement budgets, checking weekly bus costs against engineering works/events to ensure charges are correct and liaising with Chiltern Railways finance department.
- Work with stakeholders including Wembley Stadium, Transport for London (LUL), HS2 Ltd and Value Retail (Bicester Village) to ensure alternative routes are available during engineering works, especially with bus transfers to/from LUL stations. Deconflict clashes between engineering works to ensure that the route to Wembley Stadium is open for key sporting and music events.
Key Responsibilities:
- Liaise with other Train Operators, Network Rail and LUL to achieve the most commercially attractive, well performing amended plan, including rail replacement services.
- Ensuring the correct adherence to processes to ensure the business fully supports and signs off the engineering work, and all parties are aware of the emerging plans. Monitoring of the emerging engineering work weekly plan to ensure Network Rail’s compliance with the original agreements.
- Update and submit ORCATS capture in line with LTP timetable changes.
- Accurately prepare and issue the WEC (Weekly Engineering Circular) in connection with engineering works using data supplied by the Train Planning team.
- Act as the key contact for the Rail Replacement contract, including financial and accessibility accountability for road transport.
- Check DPPP, CPPP and EAS/ARP documents and take responsibility for timely responses to Network Rail.
- Work closely with colleagues within the Train Planning team to brief latest engineering access and late change info out to ensure accurate bids.
Personal Specification:
- Two years’ experience in train planning or operations, with a working knowledge of all aspects of scheduling principles and diagramming, including the processes used by Network Rail both for permanent schedules and short-term planning. A thorough knowledge of Chiltern Railways operations, commercial imperatives, and customer base is required.
- Knowledge of VoyagerPlan, Tracs-rs or equivalent is desirable but not essential.
- Proven track record of achieving deadlines and maintaining excellent attention to detail.
- Knowledge of Project Management principles is desirable.
- Excellent IT literacy.
- A good working knowledge of Microsoft Office Applications.
- Track record of building effective and influencing relationships with key stakeholders, including internal customers, peers and suppliers.
