The Lead Program Support Specialist serves as a key liaison between Early Learning Programs and the Child Care Services (CCS) program. This role oversees the coordination, compliance and program processing relating to the Early Learning Program (ELP) partnership agreements. This role ensures accurate caseload management, timely processing, and ongoing support to Early Learning Programs. The Lead maintains partnership compliance, facilitates orientations, and provides technical assistance while supporting program integrity and operational efficiency.

Responsibilities

  • Manage an assigned Early Learning Program caseload, ensuring timely follow up and accurate payment to providers.
  • Ensure ongoing compliance with the Early Learning Program Partnership Agreement and Early Learning Program Manual.
  • Provide technical assistance to providers regarding partnership processes, compliance expectations, subsidy payment guidelines, and database requirements.
  • Facilitate and monitor Early Learning Program orientations for new partners, providing guidance on expectations, requirements, and documentation.
  • Ensure the provider database is updated regularly and accurately with agreement details, compliance status, and program activity.
  • Prepare and submit monthly, quarterly, and annual reports as required.
  • Provide onboarding training for new staff and deliver refresher training for existing staff as needed.
  • Collaborate with the Program Support Supervisor to ensure delivery meets program standards.
  • Assist the Program Manager with oversight that all fiscal processes are implemented, performed, and maintained according to CCS policies and procedures.
  • Work closely with individual team members to provide guidance on performance, focusing on both productivity and accuracy in work processing.
  • Assist with reports and other related duties as assigned.

Minimum Requirements

  • Bachelor’s degree from an accredited institution and at least one (1) year of full-time experience in child development, childcare programs, customer service, or social work.
  • One (1) year experience as a Program Support Specialist OR High School Diploma or equivalent and at least three (3) years of experience in a CCS support position.
  • Demonstrated commitment to values-based leadership that fosters collaboration, inclusivity and belonging.
  • Ability to deal with conflict effectively and to manage difficult situations confidently and calmly.
  • Demonstrated ability to be flexible, resilient and adaptable to changing priorities.
  • Excellent demonstrated organizational, verbal and written communication skills including the ability to interact effectively with all levels of personnel, parents and external vendors with professionalism and diplomacy.
  • Must be legally authorized to work in US/TX.
  • Position subject to successful completion of background checks.
