About you
- Corporate membership of the Chartered Institute of Purchasing and Supply.
- Considerable experience in a public procurement role and managing public procurement projects.
- Good knowledge of Council policies, procedures and regulations relating to procurement, contracts, finance and corporate procurement strategy.
- Knowledge and experience of Public Contracts Regulations 2015 and Procurement Act 2002 is essential; knowledge of Provider Selection Regime desirable.
- Effective teamwork and communication skills.
About the role
You will provide a professional sourcing, purchasing, contract and supplier management function for a wide range of goods and services, which aligns with the Corporate Procurement Strategy and supports the Council’s resource utilisation while meeting client needs.
Core responsibilities:
- Provide support to Category Managers, bringing procurement expertise in sourcing, purchasing, contract and supplier management to ensure best value for money and alignment with Council Procurement Strategy.
- Source goods and services, manage supplier relationships, minimise contract risks, comply with legislation and Council financial procedures, and achieve best value.
- Develop and maintain systems and procedures for internal and external communications on procurement so that client satisfaction is high and the Council is aware of trading opportunities.
- Work with Services and suppliers to realise Corporate Procurement Strategy aims, maximise purchasing power and evaluate savings/efficiency opportunities.
- Maintain market intelligence and professional networks to drive continuous improvement and best procurement practice.
- Provide accurate and timely advice to support reporting and advisory requirements of the Procurement Manager for members and senior management, achieving performance targets set by Council, central government and external agencies.
- Offer procurement expertise in multi-disciplinary project teams, implementing procurement solutions to increase buying power, achieve savings and efficiency targets.
- Contribute to developing the corporate procurement strategy and implementing best practice across the Council through training, self-development and active participation in initiatives with clients and suppliers.
