The Finance Team provides support across a wide range of Council and associated company activities, providing an exciting opportunity for the new team member to be involved in shaping the future of the Council by providing support and guidance to strategic decision makers and therefore helping to establish the Council ready for the future and the Local Government reform.

As a Finance Business Partner, you will work closely with senior managers, project leads, and service areas to provide expert financial advice, insight, and challenge on all aspects of capital expenditure. You’ll take responsibility for capital budget monitoring, funding analysis, forecasting, and compliance with financial regulations, ensuring the capital programme is robust, affordable, and aligned to the Council’s strategic priorities. You will translate complex capital financial information into clear, actionable plans that support decision‑making on major projects and future investment.

The role is agile, combining office days at Castle Quay, Banbury, with working from home.

The Person:

We’re looking for a forward‑thinking finance professional who combines strong technical accounting knowledge with excellent people skills. Ideally, you will have experience in capital accounting or supporting major projects within local government or the wider public sector. You will be commercially aware and able to see the bigger picture, translating complex financial data into clear, actionable insights. As a natural collaborator, you’ll build trusted relationships across the organisation, providing informed challenge and advice to project managers and senior leaders to support effective delivery of the Council’s capital programme. Technically confident, you’ll bring strong skills in analysing capital budgets, forecasting, and ensuring compliance with the CIPFA Code and capital financing requirements; all communicated in a clear and engaging way. Adaptable and resilient, you thrive in a fast‑changing environment and balance competing priorities while keeping sight of strategic goals. Above all, you’ll be passionate about public service and committed to strong financial stewardship.
