This position requires an active Secret security clearance to be considered. A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.
Provides professional on-site construction quality management support to the Naval Facilities Engineering Systems Command (NAVFAC) within the Atlantic Area of Responsibility (AOR). Works in close coordination with the Construction Manager (CM) and serves as a key on-site resource for day-to-day quality assurance, safety oversight, and technical coordination on federal military construction contracts at Navy and Marine Corps installations. Work is primarily performed on-site in Portsmouth, VA and Kittery, ME, with additional locations and remote work as directed. A 2nd Shift variant of this position may also be available.
- Perform worksite safety assessments as needed.
- Assist with investigation of potential latent defects.
- In conjunction with the CM, review AHAs to ensure activities are briefed by the prime contractor and subcontractors prior to work start and when new crews mobilize.
- In conjunction with the CM, review and recommend acceptance of the APP.
- When applicable, coordinate with the NAVFAC CM and issue non-compliance notices to the contractor.
- Review pre-final contract drawings/specifications (including Division 01 administrative requirements) and technical RFPs; conduct on-site constructability reviews against field conditions.
- Provide technical input on local conditions (materials availability, labor market, constructability constraints) and recommend solutions for designer consideration.
- Participate in partnering sessions and support effective working relationships between contractors, Supported Command, and Government team members.
- Support preliminary scheduling meetings and review 3-week look-ahead schedules, as applicable.
- Review baseline schedule updates with the CM to assess status (ahead/on/behind); review critical activities and participate in bi-weekly look-ahead meetings when performance falls behind.
- Arrange and coordinate pre-final and final acceptance inspections; track and verify completion of punch list items.
- Support closeout deliverables, including as-builts, warranties, Operations.
