The Role: As a Mechanical and Electrical Surveyor, you will support the effective management of Cheltenham Borough Council's housing assets by undertaking detailed property inspections and contributing to planned and cyclical maintenance programmes. Your work will focus on mechanical and electrical installations across homes and communal areas, ensuring safety, compliance, and value for money throughout the council's residential portfolio.

Key Responsibilities:

  • Develop and manage planned and cyclical maintenance programmes for mechanical and electrical assets including door entry systems, warden call systems, fire detection and alarm systems, commercial boiler installations, electrical heating systems, and domestic electrical distribution.
  • Prepare specifications, tender documents, and manage procurement processes in line with council policies.
  • Oversee contractors and ensure works are delivered to agreed standards, budgets, and key performance indicators.
  • Ensure compliance with relevant legislation and standards including NICEIC, Gas Safe, and Health and Safety requirements.
  • Liaise with residents, contractors, and internal teams to ensure a customer-focused approach.
  • Maintain accurate records of inspections, works, and asset condition.
  • Contribute to asset management strategies and long-term investment planning.

You:

  • Hold an HNC or HND qualification or equivalent in Building Services, Electrical or Mechanical Engineering.
  • Have a minimum of 3 years' experience in an appropriate technical or professional role.
  • Have proven experience surveying and managing mechanical and electrical installations in residential or public sector buildings.
  • Demonstrate strong understanding of compliance requirements including electrical safety, fire safety, and gas regulations.
  • Possess the ability to write technical specifications and manage contracts.
  • Have excellent communication and stakeholder engagement skills with the ability to communicate effectively at all levels.
  • Show strong organisational and project management abilities with proficiency in asset management systems and Microsoft Office.
  • Hold a full UK driving licence and have access to a vehicle for site visits.
