Senior Technical Business Analyst in London

The Programme Delivery team serves as the CII's central hub for managing projects and tasks. This includes cross-project resource planning, project portfolio planning, and cost/benefit assessments to determine which projects can be implemented, when, and by whom. It also involves introducing methods, tools, and technologies in a multi-project management context. The team is the backbone of CII's project landscape, acting as the interface between strategy, business plans, and project delivery, thereby significantly contributing to value creation at CII.

Lead BA will also be working with the Head of Programme Delivery to resource and capacity manage against projects and initiatives.

Key Responsibilities:

• Business Analysis Leadership & Delivery: Lead and oversee business analysis activity across projects and initiatives, ensuring work is delivered to agreed scope, timescales, and quality standards. Ensure business analysis outputs support strategic objectives and enable effective delivery within agreed constraints of time, cost, and risk. Provide assurance that requirements are clear, prioritised, traceable, and signed off prior to implementation. Support delivery teams by maintaining a clear view of dependencies, assumptions, and impacts arising from business change.
• Business Analysis Practice & Centre of Excellence: Establish, embed, and continuously improve business analysis standards, tools, and methodologies across the organisation. Build and lead a Business Analysis Centre of Excellence, promoting consistency, maturity, and innovation in analysis practices. Ensure all business analysis activity follows agreed governance, quality standards, and procedures, incorporating lessons learned and best practice. Stay current with industry methodologies, tools, and techniques, adapting approaches to meet the evolving needs of the Institute.
• Team Leadership & Capability Development: Provide leadership, coaching, and line management for the Business Analyst team, ensuring high performance and professional development. Set clear priorities and adapt team plans to respond to changing organisational and project demands. Run regular team meetings to align on business priorities, delivery progress, and shared learning. Hold regular one-to-one meetings to provide support, remove blockers, and foster a culture of trust, accountability, and continuous improvement.
• Stakeholder Engagement & Strategic Partnership: Engage with stakeholders across the Institute to understand business needs, challenges, and opportunities. Translate business objectives and operational needs into clear, structured requirements and process definitions. Act as a strategic partner to senior leaders, providing insight and analysis to inform investment, prioritisation, and transformation decisions. Build strong relationships with product owners and business leads to drive continuous improvement and maximise value from change initiatives.
• Process Analysis & Solution Design: Identify, analyse, and document key business processes, producing clear, accessible process maps and non-technical reports. Evaluate proposed changes, considering operational impact, user experience, and alignment with wider organisational goals. Collaborate with technical teams to review and refine solution designs, ensuring they are fit for purpose and aligned with business intent. Present analysis findings and recommendations at meetings and governance forums, including Design Authority and other relevant committees.
• Testing, Validation & Assurance: Support the definition of user acceptance criteria and scenarios in collaboration with stakeholders. Work closely with testing teams to support User Acceptance Testing, ensuring solutions meet agreed business requirements. Seek formal sign-off on final requirements and designs prior to implementation. Ensure that changes are clearly understood and accepted by the business before transition into delivery or operation.
• Cross-Functional Collaboration & Resource Planning: Work closely with peers, including Lead Project Managers and Enterprise Architects, to coordinate analysis activity and allocate BA resources effectively. Support portfolio-level planning by providing insight into complexity, dependencies, and business readiness. Ensure business analysis activity is sequenced appropriately to enable efficient and effective delivery across the change portfolio.
• Continuous Improvement & Modernisation: Identify opportunities to improve business processes through simplification, automation, and better use of technology. Stay informed of relevant IT and digital developments, working with product owners to modernise systems and improve quality and efficiency. Promote a culture of empowerment and trust within the Business Analyst team, delegating effectively while retaining accountability for outcomes. Capture and apply lessons learned to strengthen future analysis and delivery outcomes.

Key Requirements:

• Required Skills and Experience: Professional qualifications in Business Analysis, such as IIBA, BCS, or equivalent. Extensive experience in business and systems analysis across the full change lifecycle. Strong understanding of the systems development lifecycle and delivery frameworks including Agile and PRINCE2. Proven experience developing organisational-level specifications and shaping solution design. Experience managing or working closely with third-party suppliers and multiple stakeholder groups. Demonstrated experience leading, coaching, or managing a team of business analysts.
• Key Attributes: Strong analytical capability with a structured, methodical approach to problem-solving. Excellent influencing and relationship management skills. Able to communicate complex concepts clearly and accessibly. Empathetic and sensitive when supporting stakeholders through change. Able to manage multiple priorities while maintaining quality and consistency.
