The Independent Review Pool (IRP) carries out a review and tribunal service for the disciplinary and eligibility functions of the CII and shall be independent of the CII. It consists of (i) CII/PFS members, (ii) lay members (those who are separate from the insurance and financial planning professions), and (iii) legally qualified members. The IRP may carry out other review services for the CII as required by the Professional Standards Committee (PSC). The IRP is supported by the CII’s Professional Standards Team.

Appointment to the IRP is voluntary and shall be for an initial term of up to three years with the opportunity for the term of office to be extended for a further three years up to a maximum of six years.

As a CII/PFS member of the Independent Review Pool, the main responsibilities may include (but are not limited to):

  • Consideration of appeals from a Decision by a Case Investigator or a complaint referred to a tribunal hearing by a Case Investigator.
  • Consideration of appeals from a decision of any Disciplinary Tribunal against a Member as defined by the Rules and Regulations.
  • Consideration of membership eligibility cases in line with the MASC Guidelines.
  • Reviews of MASC decisions, where requested by the applicant/CII.
  • Review of disciplinary decisions made by Case Investigators, Disciplinary Panels and Appeal Panels.

The role is largely remote. Attendance at meetings depends on case referrals, which are usually sent via email. Members are expected to attend meetings of the Disciplinary Decisions Review Panel and/or Membership Application Sub Committee as required, and an annual training day with the Legal Team.

The following experience, skills and knowledge are required:

  • Must be a member of the Chartered Insurance Institute or Personal Finance Society.
  • A qualified CII Diploma holder (desirable but not essential).
  • Competent with use of technology.
  • Previous committee experience desirable.
  • Demonstrates a knowledge of regulatory law and procedure.
  • Ability to debate and express reasoned judgement.
  • Demonstrates integrity and applies independence of mind.
  • Ability to express views and opinions in a clear, concise and constructive manner.
  • Ability to guide, support and develop internal and external colleagues.
