Independent Review Pool Member - Lay Member (unpaid, voluntary position)

Independent Review Pool (IRP)
The Independent Review Pool (IRP) carries out a review and tribunal service for the disciplinary and eligibility functions of the CII and shall be independent of the CII. It consists of (i) CII/PFS members, (ii) lay members (those who are separate from the insurance and financial planning professions), and (iii) legally qualified members. The IRP may carry out other review services for the CII as required by the Professional Standards Committee (PSC). The IRP is supported by the CII’s Professional Standards Team. The CII’s disciplinary function is governed by the CII’s Disciplinary Regulations and Disciplinary Procedure Rules. Disciplinary and Appeal Panels are drawn from members of the IRP. Certain members of the IRP also participate in the Disciplinary Decision Review Panel (DDRP). The members of Membership Application Sub Committee (MASC) are also drawn from the IRP. MASC provides independent oversight of CII’s membership eligibility function.

Term of appointment
Appointment to the IRP is voluntary and shall be for an initial term of up to three years with the opportunity for the term of office to be extended for a further three years up to a maximum of six years.
Responsibility and accountabilities
As a Lay member of the Independent Review Pool, the main responsibilities may include (but are not limited to):
- Consideration of appeals from a Decision by a Case Investigator or a complaint referred to a tribunal hearing by a Case Investigator.
- Consideration of appeals from a decision of any Disciplinary Tribunal against a Member as defined by the Rules and Regulations.
- Consideration of membership eligibility cases in line with the MASC Guidelines.
- Reviews of MASC decisions, where requested by the applicant/CII.
- Review of disciplinary decisions made by Case Investigators, Disciplinary Panels and Appeal Panels.
Availability
To attend meetings of the Disciplinary Decisions Review Panel and/or Membership Application Sub Committee as and when required. To attend an annual training day with the Legal Team. As a member of IRP you will be expected to be available to attend Disciplinary or Appeal hearings as they arise on a rotation basis.
Requirement
Is not nor has ever been a member of the Chartered Insurance Institute or Personal Finance Society.
Experience
Competent with use of technology. This is a remote committee, so the ability to use technology is ideal in order to achieve outcomes. Previous committee experience desirable. Experience on a previous disciplinary or membership committee would be advantageous.
Knowledge
Demonstrates a knowledge of regulatory law and procedure. Keeps abreast of changes in law and embraces new hearing processes and procedures. Demonstrates a detailed knowledge and practical experience of professional and/or regulatory body disciplinary and/or appeal processes. Demonstrates knowledge and an understanding of the Chartered Insurance Institute and Personal Finance Society and the CII’s disciplinary framework.

Ability to debate and express reasoned judgement. Demonstrates integrity and applies independence of mind to make incisive and fair contributions. Ensures fairness and acts without bias and prejudice, especially in challenging complex discussions. Demonstrates an ability to maintain confidentiality.
Assimilating and clarifying information
Quickly assimilates information to identify essential issues, develops a clear understanding and clarifies uncertainty through eliciting and exploring information. Critically analyses information and applies appropriate weight to it in order to reach a reasoned decision with the panel. Identifies and focuses on the relevant issues and persuades others to do the same.
Communication and interpersonal skills
Ability to express views and opinions in a clear, concise and constructive manner using appropriate channels. Demonstrates an ability to communicate effectively. Demonstrates an ability to work with others in reaching decisions.
Guidance and support
Ability to guide, support and develop internal and external colleagues. Ability to recognise when advice and guidance are required to inform committee members or management’s thinking and/or action. Ability to contribute ideas for service improvements. Draws on own and others expertise and experience to develop ideas. Encourages and responds positively to ideas from others.
