Long-Term Programme Security | Major National Infrastructure Programme

Help Deliver One of the UK’s Most Significant Infrastructure Projects. This is a rare opportunity to join High Speed Two Ltd client-side on the £1.67bn Old Oak Common Station development, one of the UK’s largest and most complex rail infrastructure projects. Old Oak Common will become the UK’s best-connected rail station, integrating HS2, Great Western Main Line, Elizabeth Line, Heathrow Express, and London Underground services. The project includes a 14-platform super-hub and an 850m-long underground station box, representing one of the most technically challenging station builds in Europe.

We are seeking a Health & Safety Manager with practical site delivery experience across major infrastructure, heavy civils, rail, or complex construction environments to support safe delivery across this nationally significant programme.

The Role

Working client-side for HS2, you will act as the on-site Health & Safety assurance lead — effectively becoming HS2’s eyes and ears across the project. Reporting to a Senior H&S Manager, you’ll work closely with Tier 1 contractors and supply chain partners to ensure robust Health, Safety & Security standards are consistently maintained across a highly complex live construction environment. The position requires strong practical judgement, site presence, and the confidence to both advise and challenge contractors where required. You’ll need to know when to coach, influence, and collaborate and when to step in to ensure standards are upheld.

Why This Role Stands Out

  • Client-side role on one of Europe’s largest infrastructure programmes
  • Huge complex project - It is the largest underground station ever constructed in the UK.
  • High visibility across senior leadership, contractors, and delivery teams
  • Strong balance of site engagement, assurance, investigation, and stakeholder management
  • Long-term programme security with major phases still ahead
  • Clear progression into Senior H&S leadership roles
  • Flexible, modern working culture with strong work-life balance

Key Responsibilities

  • Act as a visible ambassador for HS2’s “Safe at Heart” culture across the project
  • Deliver site-based H&S assurance activities across major construction works
  • Support proactive risk identification and mitigation across live delivery environments
  • Work closely with contractors to improve Health & Safety performance in real time
  • Support investigations, root cause analysis, and lessons learned activities
  • Ensure compliance with HS2 Health, Safety & Security policies and standards
  • Support occupational health, workplace safety, site access, and wellbeing initiatives
  • Provide practical H&S advice to delivery teams, contractors, and stakeholders
  • Participate in inspections, audits, assurance reviews, and incident investigations

What We’re Looking For

Essential

  • NEBOSH Construction Certificate (or equivalent)
  • Experience within major infrastructure, heavy civils, rail, utilities, aviation, highways, or complex construction projects
  • Strong practical site-based Health & Safety experience
  • Experience supporting or conducting incident investigations
  • Strong communication and stakeholder engagement skills
  • Ability to influence contractors and delivery teams in a collaborative but firm manner

Desirable Backgrounds

  • Rail infrastructure or station projects
  • Major civils programmes such as HS2, Crossrail, Tideway, airports, highways, or large-scale developments
  • Experience within client-side assurance or Tier 1 contractor environments

Career Development

HS2 offers exceptional long-term career opportunities, with significant future works still ahead across stations, rail systems, depots, tunnels, and operational infrastructure for another 10 years. Many leadership roles are filled internally, and this opportunity offers clear progression toward Senior Health & Safety Manager level and beyond.

The Opportunity

This is a career-defining opportunity for a Health & Safety professional wanting major project exposure within one of the UK’s most high-profile infrastructure programmes. You’ll play a visible role influencing safety culture, contractor performance, and project delivery across a landmark station build that will shape the future of UK rail transport for generations.
