Charles Simon Associates are currently recruiting for an experienced Digital Switchover Project Manager to lead a large-scale transition from legacy analogue telecommunications infrastructure to digital services across a portfolio of retirement communities. This programme supports the UK’s transition away from the PSTN network and will involve managing the migration of critical life-safety systems including telecare, emergency lines and building infrastructure. This is a fully remote contract role, working closely with operations, estates and telecom providers across multiple residential sites.
Location: Remote
Day Rate: up to £700 per day (Outside IR35)
Skills/Requirements for the Digital Switchover Project Manager:
- Proven experience delivering digital switchover / PSTN migration projects.
- Experience within retirement housing, later living or supported housing environments.
- Strong understanding of telecare, nurse call or life-safety systems.
- Experience managing multi-site infrastructure programmes.
- Strong stakeholder engagement across operations, property and suppliers.
- Experience managing or supporting Section 20 consultation processes.
The Digital Switchover Project Manager will be responsible for:
- Lead the digital switchover programme across a portfolio of retirement villages and residential developments.
- Assess and migrate legacy analogue infrastructure including telephony systems, telecare and alarm systems, lift emergency phones, door entry systems, and fire alarm signalling.
- Develop and manage the programme roadmap ahead of the UK PSTN switch-off.
- Work closely with telecom providers, infrastructure vendors and internal stakeholders.
- Ensure infrastructure resilience for vulnerable residents.
- Manage suppliers, installation partners and telecom contractors.
- Maintain programme governance including risk registers, reporting and stakeholder communication.
- Support Section 20 consultation processes where infrastructure upgrades impact leaseholders.
Desirable:
- Experience working with telecommunications providers and infrastructure vendors.
- Knowledge of warden call systems, telecare technology and network infrastructure.
- Project management certification (PRINCE2, APM or PMP).
