This HR & Admin Manager will be responsible for establishing the human resources and overall operational management policies and procedures for the newly established Changan UK Sales Company, overseeing all human resources and administrative functions as well as the day-to-day operations of the business.
Requirements
- A Bachelor’s degree in human resources management, Business Administration, or a related discipline; Master’s degree or CIPD level 7 qualification is preferred.
- Minimum of 5 years’ experience in administration, operations, or a similar role, including at least 3 years in a managerial or HR generalist position, preferably within a startup or international environment.
- Proven experience in HR operations across the full employee lifecycle, including recruitment, onboarding, performance management, compensation and benefits, training, and employee relations.
- Prior experience in administration or office management, ideally within a multinational startup environment.
- Strong knowledge of UK employment law, GDPR, immigration legislation, HR best practices, and compliance requirements.
- Experience in the automotive, manufacturing, or sales/distribution sectors would be an advantage.
- Strong time management skills, with the ability to multitask and prioritise effectively.
- Excellent communication and interpersonal skills and the ability to work collaboratively within a diverse team.
- Proficient in Microsoft Office Suite.
- Fluent in English; proficiency in Mandarin is a plus.
Duties & Responsibilities
- Establish and manage HR and administrative policies, systems, and procedures to ensure efficient daily operations and compliance with UK law and corporate standards.
- Oversee office and facilities management, including supplies, service contracts, insurance, licenses, and renewals.
- Lead the full employee lifecycle — recruitment, onboarding, performance management, employee relations, training, development, and offboarding.
- Manage payroll and benefits administration, ensuring accuracy and timely reporting.
- Provide expert advice and support to management and employees on all HR and people-related matters.
- Maintain accurate HR and administrative records, personnel files, and data systems in compliance with GDPR.
- Plan and manage budgets, cost control, and vendor relationships for HR and administrative functions.
- Coordinate company events, meetings, and internal communications to support engagement and collaboration.
- Drive initiatives to strengthen company culture, employee engagement, and organisational effectiveness.
- Support workforce planning, organisational design, and talent development.
- Responsible for applying for the company’s sponsor licence and, as the Level 1 User, managing the SMS system.
- Liaise with external HR service providers, legal advisors, and regulators as required.
- Supervise a small team delivering HR and administrative support across the business.

- Primary location will be at Birmingham Business Park.
- Travel may be required but depends on project requirement.
