We’re looking for a Senior Business Analyst to support the delivery of high‑profile Government services, working closely with multidisciplinary Agile teams to shape products and services that meet user needs, accessibility standards, and strategic objectives. This is an exciting opportunity to contribute to impactful digital transformation programmes, influence service design and delivery, and collaborate with stakeholders across product, delivery, and user‑centric design teams in a fast‑paced and supportive environment. This is a hybrid position, but due to client requirements, it will involve occasional travel to the client site in Newcastle throughout the engagement, so being based close to Newcastle would be an advantage.

Your future duties and responsibilities

  • Work closely with product managers, user‑centric design teams, developers, and stakeholders to analyse complex business problems and translate them into clear, actionable requirements.
  • Play a key role in shaping digital services that align with Government Service Standards and WCAG 2.2 AA accessibility requirements, ensuring products deliver measurable value for users and the organisation.
  • Facilitate workshops, create and manage user stories and epics, support Agile delivery activities, and contribute to service assessments, sprint reviews, and show‑and‑tell sessions.
  • Help drive continuous improvement while supporting informed decision‑making across the delivery lifecycle.

Key responsibilities

  • Analyse & Define business and user requirements through workshops and stakeholder engagement.
  • Create & Manage user stories, epics, and acceptance criteria for functional and non‑functional requirements.
  • Collaborate & Deliver alongside Product Managers, UCD teams, developers, and delivery managers.
  • Support & Contribute to Agile ceremonies including sprint reviews, backlog refinement, and show‑and‑tell sessions.
  • Ensure & Align services with Government Service Standards and WCAG 2.2 AA accessibility requirements.
  • Facilitate & Communicate stakeholder discussions, priorities, risks, and business impacts.
  • Model & Improve business processes using tools such as BPMN, UML, or similar methodologies.
  • Observe & Support user research activities and document findings to support service improvements.
  • Prioritise & Refine service backlogs in collaboration with Product Managers and delivery teams.
  • Identify & Mitigate risks, constraints, and dependencies impacting service delivery.

Required Qualifications To Be Successful In This Role

To succeed in this role, you’ll bring strong business analysis experience within Government or public sector environments, alongside a practical understanding of Agile delivery and user‑centric design principles. You should be confident engaging stakeholders, translating complex requirements into actionable user stories, and supporting the delivery of accessible, user‑focused digital services.

Essential qualifications and experience

  • Proven experience working as a Business Analyst within Government or public sector programmes.
  • Strong experience creating user stories, epics, and acceptance criteria within Agile environments.
  • Practical understanding of Government Service Standards and WCAG 2.2 AA accessibility requirements.
  • Experience facilitating workshops and gathering business and user requirements.
  • Strong stakeholder management and communication skills across technical and non‑technical audiences.
  • Experience supporting Agile delivery methodologies including Scrum ceremonies and backlog management.
  • Knowledge of business process modelling techniques such as BPMN, UML, or similar.
  • Proficiency with tools including Jira, Confluence, Miro, Mural, and MS Visio.
