Chemical Plant Decommissioning Programme
Location: Barry, South Wales
Duration: Initial 12-month contract with long-term continuation expected through to 2028/2029
Payment: Can be paid monthly like salary OR hourly
Rate: £28.85 - £31.25 per hour (equivalent to £60,000 - £65,000 per annum based on a 40-hour week) - Negotiable depending on experience

Overview: Ceto Talent are supporting a major industrial organisation on a large-scale chemical plant decommissioning programme in South Wales. The facility, operating within a high-hazard COMAH environment, is undergoing a phased decommissioning programme following closure announcements made last year. The project is expected to continue through to at least 2028/2029, offering long-term opportunities for experienced planning professionals.
The Role: As a Decommissioning Planner, you will be responsible for producing comprehensive work packages containing all labour, material, equipment, contractor, and safety requirements necessary to execute site activities safely and efficiently. Working closely with operations, maintenance teams, contractors, and vendors, you will play a key role in ensuring activities are fully prepared prior to execution.
The Project Environment:
- Major chemical plant decommissioning programme - COMAH level 4 - regulated site.
- Gas processing and industrial manufacturing environment.
- Long-term programme expected to continue through 2028/2029.
- Day-shift working pattern.
- Ongoing maintenance and decommissioning activities across the facility.
Your Key Responsibilities:
- Review work orders for technical completeness and work with gatekeepers to resolve any deficiencies.
- Carry out site inspections and field checks to develop safe and accurate work plans.
- Define all individual tasks required to complete work scopes.
- Identify labour, materials, tools, equipment, and specialist services required to execute work.
- Ensure all safety requirements, hazards, and controls are identified and incorporated into work packages.
- Identify long lead-time materials and coordinate procurement requirements with materials teams.
- Liaise with site personnel and external vendors to organise specialist labour and material requirements.
- Produce detailed work packs within SAP and supporting Word documentation.
- Develop work packages containing scope descriptions, photographs, drawings, and supporting information to enable efficient contractor pricing and execution.
- Act as a technical point of contact during contractor site visits and scope reviews.
- Ensure compliance with maintenance procedure requirements and company work management processes.
- Verify maintenance procedures include suitable hazard assessments.
- Support procedure creation, modification, updates, and Management of Change (MOC) activities where required.
- Assist schedulers to ensure work plans are accurately reflected within project schedules.
- Participate in work package reviews with operations and maintenance teams.
Experience Required:
- Mechanical or Instrumentation apprenticeship background.
- Maintenance Planning experience within engineering, maintenance, turnaround, shutdown, decommissioning, or project environments.
- Experience working within either: Chemical processing, Petrochemical, Oil & Gas, Power Generation, Heavy Industrial Manufacturing, COMAH-regulated facilities.
- Strong understanding of maintenance planning processes and CMMS systems.
- Experience producing detailed work packs and job plans.
Recruitment Process: 1-2 stage interview process may be required on site. Drug & Alcohol & Medical assessment required. DBS check required. Qualification verification required prior to engagement.
