Ceto Talent is supporting a European ship-management and vessel operations company with headquarters in Germany and offices across the UK and Poland. The business owns and manages a fleet of offshore support vessels operating across complex energy and construction projects. Following continued project wins and fleet activity, they are now looking to appoint a Marine Assurance Manager to strengthen marine governance, assurance and technical authority across the organisation.
The Marine Assurance Manager is a senior marine technical authority role, responsible for ensuring the safe, compliant and efficient execution of marine operations through robust assurance frameworks, governance and risk management. The position provides oversight of marine assurance, regulatory compliance and operational standards to ensure vessels operate in line with international regulations and company policies, while meeting the vetting requirements of oil majors and key clients. The role also acts as the company’s DP Technical Authority, providing expert guidance across all DP-related matters.
Areas of Responsibility:- Provide marine expertise, assurance and governance support to the fleet management team, ensuring the highest standards of QHSE, performance and regulatory compliance.
- Maintain, develop and continually improve the marine assurance framework and integrated Business Management System governance.
- Manage internal and external marine assurance and verification programmes across the fleet.
- Ensure compliance with IMO, ISM, ISPS and MLC requirements, including DOC and vessel Safety Management Certificates.
- Promote and maintain marine operational excellence across all day-to-day vessel operations.
- Identify, assess and mitigate marine operational risks, ensuring appropriate controls are in place and effective.
- Ensure marine risks are clearly captured within project and client planning activities.
- Promote positive workforce engagement and alignment with the Operational Excellence strategy.
- Maintain effective communication and engagement across the business and offshore teams.
- Consistently demonstrate professional behaviours aligned with the company’s core values.
- Support vessel management teams with marine operational expertise to ensure compliance with regulatory requirements, industry best practice and client standards.
- Develop, implement and maintain a robust, fit-for-purpose marine assurance programme.
- Manage and deliver internal and external assurance and verification activities, reporting findings, trends and improvement opportunities.
- Review and assess vessel vetting reports, identifying causal factors and working with relevant teams to close out deficiencies.
- Conduct vessel visits, inspections and assurance activities to verify safety and operational standards.
- Support the QHSE function in the investigation of marine incidents, near misses and non-conformances, ensuring root causes and corrective actions are effectively managed.
- Support the development and maintenance of a strong safety culture onboard vessels.
- Develop and implement marine operational procedures and ensure they are embedded across the fleet.
- Act as DP Technical Authority for the company, advising on DP compliance and operational matters.
- Manage DP FMEA programmes across the fleet in line with IMCA requirements.
- Maintain and administer marine assurance and risk systems including BASSnet SAFIR, COMET Assured and associated tools.
- Provide day-to-day line management, coaching and mentoring to the marine and vetting team.
- Act as a focal point for clients on marine and nautical matters where required.
- Undertake the role of Designated Person Ashore and Company Security Officer.
- Participate as a member of the Emergency Response Team and support emergency drills and scenarios.
- Support cross-functional collaboration to ensure client expectations are met and exceeded.
- Undertake any other reasonable duties as required by the line manager.
