We’re supporting a newly established specialist division within the Southern Water Delivery Partner Programme, and our client is seeking a talented Commissioning & Quality Assurance Manager to help drive excellence across a portfolio of technically challenging projects.

The Role
As the Commissioning & Quality Assurance Manager, you will be the technical authority for all commissioning, QA/QC, and compliance activities. You will guide teams through the full project lifecycle, champion a right-first-time culture, and ensure all systems are designed, constructed, tested, and handed over to industry-leading standards.
Key Responsibilities
- Commissioning Management
- Support the development and implementation of commissioning plans, schedules, and procedures.
- Coordinate with design, construction, and operational teams to ensure smooth integration.
- Oversee functional testing, performance verification, and handover documentation.
- Work closely with document controllers and client asset integrators to manage handover deliverables, snagging, and defect resolution.
- Quality Assurance
- Establish and maintain QA/QC processes aligned with client and regulatory standards.
- Conduct inspections, audits, and compliance reviews.
- Manage NCRs and corrective action processes.
- Collaborate with performance teams to identify trends and drive continuous improvement.
- Technical Leadership
- Provide expert guidance during design reviews, HAZOP, ALM, and risk assessments.
- Offer technical support throughout construction phases.
- Ensure adherence to all relevant engineering standards and specifications.
- Stakeholder Engagement
- Liaise with clients, contractors, and regulators to maintain transparency and compliance.
- Track and report commissioning progress and quality metrics.
- Documentation & Handover
- Ensure accurate as-built documentation, O&M manuals, and operational training.
- Validate performance against KPIs and contractual obligations.

Experience
- Proven experience in commissioning and QA for MEICA infrastructure (water/wastewater preferred).
- Strong understanding of BS EN, IEC, WIMES, and related industry standards.
- Working knowledge of H&S and environmental legislation.
- Experience coaching or technically guiding teams.
Qualifications
- Essential: Degree in Electrical, Mechanical, or Control Engineering (or equivalent).
- Desirable: Experience with SCADA, PLC, telemetry systems.
- Understanding of IED compliance and environmental permitting.
Additional Information
- Occasional work outside standard office hours may be required.
- Travel to project sites and external meetings is expected.
- Full UK driving licence required.
