JPI Building Control Approvers Ltd, part of Certek Group is growing its building control team and is recruiting Registered Building Inspectors at every level, from apprentices starting out in the profession through to Senior, Principal, Technical Director and Director roles. As a registered building control approver operating under the Building Safety Regulator (BSR) regime, JPI delivers competent, impartial and auditable building control services to clients, dutyholders and the public. We work to the RBI Code of Conduct, the Building Inspector Competence Framework (BICoF), the Operational Standards Rules and Professional Conduct Rules, and our own quality management system. The roles
We are recruiting across the following levels. Your registration class, experience and aspirations will determine the role we discuss with you.
Apprentice Registered Building Inspector - trainee pathway (working towards Class 2)
- Learn the profession under the supervision of an experienced RBI: project set-up, document control, plan review preparation, attending inspections and building your competence evidence.
Registered Building Inspector - Class 2 (within registered categories)
- Deliver plan assessments, site inspections and compliance advice on standard residential and commercial projects, keeping clear, auditable records.
Senior Registered Building Inspector - experienced Class 2, progressing toward Class 3
- Lead higher-complexity projects, provide technical guidance to colleagues, support peer review and coach developing inspectors.
Principal Registered Building Inspector - Class 3 / Specialist
- Lead complex, non-standard and higher-risk projects, provide senior specialist advice (fire, structure, building systems, alternative approaches) and carry out peer review of restricted functions.
Technical Director - Class 2 / 3 / Class 4 Technical Manager
- Lead the technical delivery of the business: technical standards, peer review, competence and allocation controls, CPD and professional development, and final technical escalation.
Director - Class 3 and/or Class 4 with governance accountability
- Set the strategic and ethical direction of the building control function, own governance, quality management, regulatory compliance and the development of the team.
What you'll be doing
The day-to-day work of every role is built around the core building control service, with responsibility, complexity and leadership increasing at each level. Across the team, you can expect to:
- Contribute to the full building control process, from enquiry, risk classification and allocation through plan assessment, inspection planning, site inspection, statutory consultation, peer review and certification.
- Assess plans and inspect works against the Building Act 1984, the Building Regulations 2010, Approved Documents and relevant standards, identifying contraventions and compliance matters and communicating them clearly.
- Keep complete, audit-ready records of advice, decisions, professional judgements, consultations and site notes in our project management system, maintaining a golden thread of project information.
- Work professionally with clients, applicants, agents, dutyholders, designers, contractors, fire and rescue services, statutory consultees, local authorities and, where relevant, the BSR.
- Recognise the limits of your own registration and competence, escalating complex, non-standard, higher-risk or out-of-scope matters through the appropriate channels.
- Support accurate scoping, proportionate fee input and resource planning so that projects are only accepted where we have the competence, capacity and insurance to deliver them well.
- Maintain your professional competence through CPD, evidence portfolios and reflective practice, and contribute to the development of others.
As you progress
At the entry level, you will learn the profession under direct supervision, supporting project set-up, document control, plan review preparation and site inspections while building your competence evidence towards registration. As a Registered Building Inspector you will take ownership of your own projects within your Class 2 scope. At Senior and Principal level you will lead more complex, non-standard and higher-risk work, provide specialist technical advice, carry out peer review and mentor developing inspectors. At Technical Director and Director level you will lead the technical delivery, governance, quality management and competence framework of the business, act as the senior point of escalation for technical, regulatory and conduct matters, and shape the strategic direction and culture of the team.

The registration, qualification and experience requirements for each level are summarised below. Applicants for registered roles must hold current BSR registration in the class and categories relevant to the work.

Registration, qualifications and experience
Apprentice
- Commitment to a building control apprenticeship or a relevant built environment qualification pathway.
- Genuine interest in Building Regulations, construction technology, fire safety, structural principles and inclusive design.
- Desirable: prior construction, architectural, surveying or site experience; student or associate membership of CABE, RICS, CIOB or similar.
Registered Building Inspector
- Current BSR registration as a Class 2 RBI with categories appropriate to the work.
- Working knowledge of the Building Act 1984, Building Regulations 2010, Approved Documents and relevant standards.
- Desirable: CABE / RICS / CIOB membership; experience of residential and commercial building control projects and digital building control systems.
Senior Registered Building Inspector
- Current Class 2 RBI registration with demonstrable experience in plans assessment and inspection.
- Chartered status (C.Build E MCABE / FCABE, RICS, CIOB or equivalent) and strong understanding of the statutory building control process, enforcement routes and dutyholder requirements, and the ability to mentor others.
- Desirable: a progression pathway toward Class 3; experience of complex residential or mixed-use projects and of peer review within a QMS environment.
Principal Registered Building Inspector
- Current Class 3 Specialist RBI registration in the relevant categories.
- Chartered status (C.Build E MCABE / FCABE, RICS, CIOB or equivalent) and significant experience of complex, non-standard and/or HRB-related work.
- Desirable: experience with fire engineering strategies, structural checking interfaces and leading technical training or quality improvement.
Technical Director
- Current RBI registration appropriate to the role, including Class 2 / 3 and Class 4 registration relevant to technical management.
- Chartered or Fellow status and significant experience across plan assessment, inspection, enforcement, technical governance and quality assurance.
- Desirable: experience of RBCA registration, audit, BSR/HSE engagement or ISO 9001-style quality systems; Class 3 specialist competence.
Director
- Current RBI registration appropriate to the role, with Class 3 and/or Class 4 registration where exercising specialist or technical management functions.
- Chartered or Fellow status and substantial senior experience in building control, technical governance, regulatory compliance and leadership.
- Desirable: prior senior leadership within an Approved Inspector / RBCA, local authority building control or compliance consultancy; experience of BSR/RBCA registration, risk registers, business continuity and professional indemnity.
