cer Financial are working alongside a bank who are based in the City of London. They are seeking a Deputy Head of Compliance and MLRO to work with them on a permanent basis.

The responsibilities of a Deputy Head of Compliance and MLRO will include:

  1. Assist HoC to manage the Compliance team actively to support the development of a positive Compliance culture.
  2. Perform horizon scanning and support the effective implementation of new regulatory requirements that impact the business.
  3. Identify, recommend and implement areas for improvement and business process developments where appropriate.
  4. Responsibility for Control Effectiveness testing and submission of written reports / Management Information to the HoC.
  5. Act as the Deputy Money Laundering Reporting Officer.
  6. Horizon scanning of new regulatory developments and recommending changes required.
  7. Oversee the Market Surveillance activity as and when required.
  8. Ensure that the Training & Competency program is carried out as stipulated by the HoC.
  9. Identify gaps in compliance and recommend adjustments to policies, procedures and controls.
  10. Assist HoC with the BWRA and MARA processes.
  11. Ensure HR procedures are correctly supervised and adhered to.
  12. Manage and measure risks through ensuring appropriate systems and controls.
  13. Report and escalate risks of a significant nature and impact as appropriate.
  14. Maintain up to date understanding of regulatory requirements.
  15. Produce regular risk reports to demonstrate that risks are being effectively managed.
  16. Ensure audit results do not identify significant unmanaged risk or control weaknesses.

The successful Deputy Head of Compliance and MLRO will have:

  1. Degree level further education qualification.
  2. A minimum of 5 years of relevant experience within a Legal, Compliance or Regulatory function.
  3. Previous experience in a SMF16 and 17 function (optional).
  4. Strong working knowledge of financial regulation, securities laws, directives and expectation areas.
