Job details

This is an exciting new service-wide leadership role with responsibility for managing our Service Improvement Team and driving innovation across workforce planning, recruitment and organisational development.

You will play a key role in shaping a sustainable workforce for the future by using workforce intelligence, data and innovative recruitment approaches to attract, retain and develop talented staff across Adult Services Resources.

A significant part of the role will involve leading the implementation and ongoing development of Total Mobile, ensuring workforce information is accurate, meaningful and effectively used to support operational and strategic decision-making.

In this role you will:

  • Lead the Service Improvement Team and oversee key workforce functions.
  • Develop and deliver innovative recruitment and retention strategies.
  • Drive workforce sustainability and succession planning initiatives.
  • Lead workforce intelligence, reporting and performance analysis.
  • Oversee staff induction, onboarding and workforce development programmes.
  • Coordinate annual training needs analysis and training compliance activity.
  • Manage workforce investigations through our trained investigation pool.
  • Work closely with Operational Team Managers to ensure workforce capacity aligns with service demand.
  • Contribute to the delivery of Fife HSCP's Strategic Plan 2026–2029 through collaborative multi-agency working.

The Person

You will have:

  • Significant leadership and management experience within health, social care or a related environment.
  • Experience of supervising, supporting and developing staff.
  • Strong workload management, performance management and coaching skills.
  • Excellent communication, relationship-building and partnership-working abilities.
  • The ability to assess and manage risk and make sound, defensible decisions.
  • A commitment to delivering safe, effective and person-centred services.
  • Knowledge of relevant legislation, regulations and the Health and Social Care Standards.

You must hold or be willing to achieve:

  • A relevant practice qualification accepted by the Scottish Social Services Council (SSSC), including SVQ Social Services and Healthcare at SCQF Level 9 (or equivalent).
  • A management qualification at SCQF Level 10 accepted by the SSSC.
  • Registration with the SSSC is not currently required for this post.
