An exciting opportunity has arisen for the role of Head of Clean Energy Transition. The role will lead on energy efficiency and estates decarbonisation strategy and programme management across Central London Community Healthcare NHS Trust (CLCH) and West London NHS Trust (WLT). This role will be hosted and managed by CLCH but will be split 50:50 with WLT as part of the strategic partnership for sustainability and joint team. Reporting to the Director of Sustainability, the Head of Clean Energy Transition is a senior post that has been established to deliver on a key part of the NHS Net Zero agenda: addressing carbon emissions and costs from energy usage in our estates. The role will work extremely closely with the capital, estates and facilities teams as well as the finance and property management teams at both trusts. The combined estate comprises 30 freehold properties as well as circa 150 properties that are leased on a whole or part occupancy basis. These range from small clinics to large hospital sites. We have a number of exciting projects underway including substantial investments in heat pumps, solar panels, smart lighting and other energy saving infrastructure.

Main duties of the job

  • You will need good experience in energy and decarbonisation management and an understanding of the NHS Net zero plan.
  • You will be highly motivated by the sustainability agenda with the ability to work independently in collaboration with multiple stakeholders across organisations.
  • This is a hybrid role with an expectation of at least 60% of time on site. On site attendance will primarily be at the main corporate offices of both trusts but the post holder will also be expected to visit sites across the estate on a regular basis.
  • In some cases it will also be appropriate to visit building sites and outdoor environments to understand work in progress.

Job responsibilities

  • Estates decarbonisation strategy and programme management across CLCH and WLT.
  • Energy management and the development of strategies and policies to reduce energy usage and expense.
  • Smart building strategy including submetering, monitoring and reporting.
  • Developing partnerships and joint working with relevant NHS regional sustainability workstreams, taking on leadership of workstreams where appropriate.
  • Supporting the Director of Sustainability and the two Director(s) of Estates in the management of a multi-million pound investment budget to decarbonise the estate of both trusts, including applying for grants.
  • Working with third-party landlords to ensure all leased premises follow a net zero pathway.
  • Carrying out research and liaising with environmental consultancies and experts to ensure the Trust receives the latest guidance on compliance and best practice.
  • Leading the development of a climate adaptation strategy for estates in line with NHS England's Net Zero strategy including developing a specific risk register.

Person Specification

Education/Qualification

  • Educated to masters degree level in engineering, environmental science or other related subject or equivalent.
  • Sustainability course qualification.
  • Evidence of continuing professional development.
  • Membership of relevant professional body such as ISEP, ISSP, ICRS.

Experience

  • A successful track record of achievement as a manager in a large, complex, multi-disciplinary organisation, preferably within the Healthcare Sector.
  • Experience in estates decarbonisation planning and delivery, working with industry experts.
  • Experience of energy management, usage analysis and policy as well as procurement.
  • Experience of building climate adaptation risk analysis, planning and project implementation.
  • Managing staff and developing staff to maximise their potential.
  • A proven track record of delivering outcomes through influencing and matrix working, empowering multi-disciplinary teams across organisations professional boundaries.
  • Experience of production and implementation of business cases.
  • Experience preparing grant applications.
  • ISO 14001, ISO 50001 experience.

Skills & Knowledge

  • Detailed knowledge of the global and national sustainability agenda.
  • Knowledge of the structure and functioning of the NHS and the Greener NHS Programme.
  • Detailed knowledge of estates decarbonisation strategies.
  • Knowledge of carbon reporting standards including GHG protocol, SBTI, TCFD.
  • Knowledge of sustainable building standards including Breeam, Passivhaus.
  • Strong written and verbal communication skills.
  • Data analysis skills and the ability to communicate complex information for varied audiences.
  • Budget and financial management skills.
  • Knowledge of the NHS net zero building standard.
