Job overview
The Senior Manager plays an important leadership role within the Integrated Care Board (ICB), supporting the Head of Service, Associate Director, and wider management team in delivering the organisation’s strategic and operational priorities. This is a senior post with responsibility for managing defined programmes or service areas, requiring strong operational delivery skills, effective partnership working, and the ability to contribute to system improvement. The post will require significant communication skills and relationship development with senior stakeholders.

· To lead and manage the day -to-day delivery of services or programmes within a defined portfolio, ensuring that objectives and performance standards are achieved. This includes the development of relevant policies and procedures related to the delivery of the service/programme.
· To support the Head of Service and Associate Director in implementing ICB and system strategies that improve quality, outcomes, and efficiency that may impact beyond own area of work.
· To provide visible and supportive leadership, promoting collaboration, inclusion, and continuous improvement across teams and partners.

Detailed job description and main responsibilities
· Strategic Leadership: Support the Head of Service in implementing operational highly complex plans that deliver the ICB’s strategic priorities. Contribute to the development of business cases, service improvement initiatives, and workforce plans that translate strategy into action. These may be highly complex including information from a variety of sources.
· Service Delivery and Performance: Lead and manage the operational delivery of programmes and projects, ensuring that services meet agreed activity, quality, and financial targets. Monitor performance, address risks, and ensure timely delivery of outcomes, identifying options for remedial actions and monitoring the impact. Adjusting plans as required to reflect changing needs, progress or other external factors ensuring that plans adapt to ensure delivery.
· System and Partnership Working: Work collaboratively across organisational and professional boundaries to build effective relationships with providers, local authorities, and voluntary sector partners. Lead on and support joined -up approaches that enhance patient experience and population health.
· Quality and Improvement: Champion continuous improvement by using highly complex data, evidence, and feedback to drive service redesign and innovation. Encourage learning within teams, ensuring that improvement methodologies are applied consistently.
· Resource and Budget Management: Manage budgets and resources within delegated limits, ensuring effective use of staff, funding, and digital tools. Contribute to financial planning and workforce development to support service sustainability. Line Management of the team or department including appraisals, attendance and performance.
· Governance and Compliance: Maintain high standards of governance, ensuring that services operate safely and comply with statutory, regulatory, and policy requirements, taking responsibility for the implementation of these policies within your team. Provide reports and assurance information to the Head of Service and Associate Director as required.
· Place-Based Delivery: Work closely with place -based and system partners to support delivery of local priorities. Facilitate collaboration and shared learning across teams to promote equitable access, reduce variation, and improve outcomes for local people.
