Job overview

The Engagement Manager will coordinate and deliver engagement activities that support the ICB’s strategic priorities. The postholder will manage projects that involve patients, carers, and communities in shaping services, ensuring compliance with statutory requirements and best practice standards. They will design and facilitate workshops, surveys, and consultations, working closely with internal teams and external partners to gather meaningful insights. This role requires strong organisational skills, creativity, and the ability to communicate effectively with diverse audiences. The Engagement Manager will play a key role in ensuring that engagement activity is inclusive, impactful, and aligned with the ICB’s ambition to deliver person-centred care and system transformation.

Main duties of the job

Working as part of a multi-disciplinary team, the postholder provides professional and supportive leadership, ensures operational delivery, and contributes to service improvement and transformation.

The responsibilities include:

  • Operational Management: Management of a defined service or programme area, ensuring that agreed objectives, standards, and outcomes are achieved.
  • Performance and Delivery: Produce regular reports, updates, and briefings to support assurance and decision-making by senior colleagues, including the analysis of complex data that may come from several sources.
  • Quality and Improvement: Champion a culture of quality and improvement. Use data, evidence, and feedback to drive enhancements in quality, safety, and experience and shape actions and plans to adapt to stakeholder requirements.
  • Team Leadership and Development: Provide line management for staff within your area, ensuring clarity of roles, effective communication, and opportunities for development.
  • Resource and Budget Awareness: Effectively manage resources within delegated limits.
  • Partnership and Collaboration: Build strong working relationships with colleagues, clinical teams, and system partners.
  • Governance and Accountability: Ensure services operate in line with statutory, regulatory, and organisational requirements.

Detailed job description and main responsibilities

The Engagement Manager provides operational management, coordination, and leadership within a defined area of responsibility. Working closely with the Senior Manager and Head of Service, the postholder ensures that services and projects are delivered effectively, efficiently, and in line with agreed priorities. This will involve the development and presentation of key data, information and updates to groups of stakeholder and staff. The role involves managing teams, coordinating workloads, monitoring performance, and ensuring that quality standards are met, adjusting plans as required. The postholder supports improvement initiatives, encourages innovation, and promotes a culture of continuous learning and collaboration. Through effective communication, planning, and problem-solving, the Engagement Manager ensuresthat the ICB’s services contribute to high-quality, equitable, and sustainable care for the population. Ultimately, the Engagement Manager provides reliable operational delivery, visible leadership, and professional support to colleagues — helping the organisation deliver on its mission to improve outcomes and reduce inequalities for local people.

Key responsibilities

  • Lead, plan co-ordinate and deliver engagement projects and consultations, ensuring robust planning, clear objectives, and compliance with organisational priorities.
  • Facilitate workshops and events to gather stakeholder input, using inclusive approaches to capture diverse views and build consensus.
  • Analyse feedback and produce reports to inform decision-making, presenting insights clearly for senior leaders and programme teams.
  • Support compliance with statutory engagement requirements, maintaining accurate records and ensuring processes meet legal and regulatory standards.
  • Build and maintain relationships with community and patient groups, acting as a trusted point of contact and promoting meaningful involvement in service design.

Person specification

Experience

  • 5 years experience in communications and engagement
  • Knowledge of or experience in the public sector
